This refers to the inspection conducted by Messrs. W. D. Johnson and P. H.
Harrell of this office during the period September 1-30, 1985, of activities
authorized by NRC Operating Licenses DPR-51 and NPF-6 for Arkansas Nuclear
One, Units 1 and 2, and to the discussion of our findings with J. M. Levine,
and other members of your staff at the' conclusion of the inspecticn.
Areas examined during the inspection included operational safety verification,
maintenance, surveillance', design change control, followup on previously
identified items, followup on a Unit 1 licensee event report, followup on an
allegation regarding an emergency diesel generator Technical Specification
surveillance, and nonlicensed staff training.
Within these areas, the
inspection consisted of selective examination of procedures and representative
records, interviews with personnel, and observations by the inspectors.
These
findings-are documented in the enclosed inspection report.
During this inspection, it was found that certain of your activities were in
violation.of NRC requirements.
Consequently, you are required to respond to
these violations, in writing, in accordance with the provisions of
~
Section' 2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of
Federal. Regulations.
Your response should be based on the specifics contained
in.the Notice of Violation enclosed with'this letter.
. During this inspection, it.was found that certain of your. activities appeared
to deviate from commitments made to the NRC.
These items and references to
. the commitments are identified in the enclosed Notice.of Deviation.
You are
.
requested to respond to the deviation in writing. .Your response should be
based on"the specifics contained in the Notice of Deviation enclosed with this-
' letter.
