DPR-54 PROPOSED AMENDMENT N0. 112, REVISION 2 By letters of December 18, 1984 (RJR 84-575) and of April 26, 1985 (RJR 85-216),

the Sacramento Municipal Utility District proposed to amend its Operating License DPR-54 for Rancho Seco by submittal of Proposed Amendment 112 and Revision 1, respectively, which involved adding Limiting Condition for Operation of the Spent Fuel Pool.

This Proposed Amendment No.ll2, Revision 2 supersedes, in their entirety, the previous two submittals.

Proposed Amendment 112, Revision 2 establishes the spent fuel pool temperature as the principal parameter to be controlled, and also incorporates an NRC recommended duration limit on the use of the Decay Heat Removal System as an alternate means of cooling.

,27 N0 SIGNIFICANT HAZARDS EVALUATION Proposed Amendnent 112, Revision 2 to the' technical specifications has been evaluated, and the District has determined that there are "No Significant Hazards Considerations." The basis of this determination is 10 CFR 50.92-which~ states that no significant hazards considerations are involved if plant operation in accordance with the proposed amendment would not:

1.

Involve a significant increase in the probability or consequences of an accident previously evaluated; or 2.

Create the possibility of a new or different kind of accident from any accident previously evaluated; or

.3.

Involve a significant reduction in a margin of safety.

Operation of the plant in accordance with Proposed Amendment 112, Revision 2 has been determined to have no effect on the above provisos.

ATTACHMENT II SAFETY ANALYSIS Historically, inoperability of the spent fuel pool cooling system concurrent with elevated temperature (>l40 F) of the spent fuel pool has not occurred

.at Rancho Seco. 'As a result, the use of a train of the decay heat removal system (DHRS) as an alternate cooling means for the spent fuel pool has never been required.

In the unlikely event that such use of the DHRS becomes necessary, limiting its use to no more than 100 hours0.00116 days <br />0.0278 hours <br />1.653439e-4 weeks <br />3.805e-5 months <br /> in a 12 month period lessens the risk of the DHRS being unavailable for its principal function of removing core decay heat. The specification limiting the spent fuel pool bulk-temperature to 180 F achieves the objective of preventing spent fuel

-pool-boiling and ensures that'public and plant safety are maintained.
