SAFET) EVALUATION BY THE OFFICE OF NITLFAR REACTOR REGULATION SUPPCRTIFG AMENDMENT NO. 92 TO PROVISIONAL OFEFATING LICENSE NO. DPR-20 CONSUMERS POWER COMPANY PALISADES PLANT DOCKET NO. 50-755
1.0 INTRODUCTION
By letter dated Aucust 2,1985, the Consumers Power Company (CFC) '
submitted a request for changes to the Palisades Plant Technical Specifications.
The proposed amendment would revise the surveillance frequency specifieN for the diesel generators in Technical Specification 4.7.1(c) fron IR renths to once per refueling cycle. This specification relates to the vr.ndcr recomended preventive maintenance and inspection of the diesel canerators for this type of standby service.
A Notice of Consideration of Issuance of Amendrent to License and Proposed No Significant Hazards Consideration Determination and Opportunity for Hearing related to the requested action was published in the Federal Register on August 14, 1985 (50 FR 32792).
No coments or requests for hearing were received.
2.0 EVALUATION There are two diesel generators at Palisades that provide onsite power to safety-related equipment in the event of ! css of offsite power. These ir diesel generators are required to be operable when the plant is operating except an allowance is made for inoperability of cne diesel generator at a time for a total of 7 c'eys in a month. The proposed specification would require vendor recomended rairtenance and inspection that involves rendering the diesel generators inoperable for a period that exceeds the 7 days allowed. The intent of the specification is that this maintenance and inspection bc performed when the plant is shut down.
The specified frequency of 18 months was expected to span the operating cycles of the plant so that the inspection and maintenance could be done during refueling outages. An operating cycle is scheduled for 12 to 15 months depending upon the plant availebility during the cycle.
However, if a refueling cutage is extended, as was the last Ptlisades refueling outage, or if there are unscheduled shutdowns during the operating cycle, the 18-month frequency may be exceeded.

. When the licensec submitted this request, the required inspection and maintenance was due for oiesel generator 1-2 on Septenber 2d, 1985 and for diesel generator 1-1 on November 1, 1905.
By letter dated October 4,1985 the licensee informed us that during August the plant tripped and the subsequent outage was of sufficient duration thet the reqeired raintenance and inspection was performed on diesel generator 1-2.
The inspection showed no adverse conditions such that it is anticipated that diesel generator 1-1 would also be in good condition.
The plant is scheduled to shut down on November 30, 1985 for a refueling outage. Therefore, in this case, the inspection and maintenance for diesel generator 1-1 would be delayed slightly over a morth.
In general, this would be typical of the time frame involved in changing the frequency from every 18 months to once per refueling cycle.
In some cases, where no unscheduled shutdowns occur during an operating cycle, the time between surveillance would be less than 18 months.
The diesel generator vendor rectrvends that preventive naintenarce inspections be performed on a basis which considers both acquired hours of engine service and time intervels between activities. The current. -
vendor recommended surveillance schedule for the Palisades Plant diesel -
generators includes monthly, arruel, 3 year, 6 year, and 12 year inspections. A change to a refueling cycle frequency from an 18-month frequency will not affect meeting the vender recomendations. Ponthly and annual inspections de ret rcquire plant shutdowns to remove the diesel generators from service. Thus the extension of this surveillance frequency will not significartly increase the probability of occurrence cr consequences of an accident previcusly evaluated, as diesel generator reliability should not be substentially affected, if at all, by the proposed change.
In addition the cherge in frequency has no effect on
' creating an accident or malfunctier cf a different type from that previously evaluated.

Specifications bases will not be reduced because vendor recommenced surveillance schedules will be satisfied. We, therefore, find this change in specified surveilla'ce frequency acceptable.
n 3.0 ENVIR0f7 ENTAL CONSIDERATION This amendment involves a change to a surveillance requirement with respect to the use of facility components located within the restricted area as defined in 10 CFR Part 20. The staff has determired that the prerdrent involves no significant increase in the amounts, and no significant change in tha types, of any effluents that may be relcased offsite and that there is no significant increase in individual or l
curvletive occupational radiation exposure. The Commission has previously issued a proposed finding that this amendment irvelves no significert hazards consideration and there has been no public coment on such finding. Accordingly, this amendment meets the eligibility criteria for cetepnrical exclusion set forth in 10 CFR 51.22(c)(9).

4.0 CONCLUSION
The staff has concluded, based on the considerations discussed above, that:
(1) there is reasorebir essurance that the health and safety of the public will not be endangered by operation in the protesed tranner, and (2) such activities will be conducted in cor:pliance with the Comission's regulatinns and the issuance of this amendment trill ret be inimical to the corron defense and security or to the health and safety of the public.
