CONSUMERS POWER COMPANY PALISADES PLANT DOCKET NO. 50-255 AMENDMENT TO PROVISIONAL OFEPATit'G LICENSE Amendment No. 92 License No. OPR-20 1.
The Nuclear Regulatory Comission (the Commission) has found that:
I A.
The application for amendment by Consurm.rs Power Company (the. '
licensee) dated August 2,1985 complies with the l
stenderds and reouirements of the Atomic Energy Act of 1954, I
as amended (the Act), and the Comission's rules ard regulations I
set forth in 10 CFR Chapter I; B.
The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of the l
Cerrission; C.
There is reasonable assurance (1) that the activities authorizec' hy this amendment can be conducted withcut endangering the health end safety of the public; and (ii) that such activities will be conducted in compliance with the Commission's regulations; D.
The issuance of this emendment will not be inimical to the comon defense and security or to the health enc' sa'ety of the public; and E.
The issuance of this anerdrert is in accordance with 10 CFP Part 51 of the Comission's regulations and all applicable requirements have been satisfied, t

Accordingly, the license is amended by changes to the Technical Specifications as irdicated in the attachtert to this license amendrent and Paragraph 3.B. of Provisional Operating License Ec. CFR-20 is hereby amended to reed as follows:

as revised through Amendrent No. 92, are hereby incorrernted in the license. The licensee shall operate the facility in accordance witt, the Technical Specifications.

'4.7 EMERGENCY POWER SYSTEM PERIODIC TESTS Applicability Applies to periodic testing and surveillance requirements of the emergency power system.
Objective To verify that the emergency power system will respond promptly and properly when required.
Specifications 4.7.1 Diesel Generators a.
Each diesel generator shall be manually started each month and demonstrated to be ready for loading within 10 seconds. The signal initiated to start the diesel shall be varied from one test to another to verify that A and B starting circuits are operable. The generator shall be synchronized from the control l
room, and loaded to 2400 100 kW.
I b.
A test shall be conducted during each refueling outage to
-I demonstrate the overall automatic operation of the emergency power system. The test shall be initiated by a simulated simultaneous loss of normal and standby power sources and a simulated SIS signal. Proper operations shall be verified by bus load shedding and automatic starting of selected actors and equipment to establish that restoration with emergency power has been accomplished within 30 seconds.

Each diesel generator shall be subjected to an inspection, in accordance with procedures prepared in conjunction with the manufacturer's recommendations for this class of standby

service, at least once per refueling cycle during plant shu*down. The licensee shall utilize his best efforts to ca
..et additional major diesel generator inspections and overhauls during shutdown periods.
d.
Diesel generator electric loads shall not be increased beyond the continuous rating of 2500 kW.

The fuel transfer pumps shall be verified to be operable each month.
4.7.2 Station Batteries
- a. Every month, the voltage of each cell (to the nearest 0.01 volt),
the specific gravity and the temperature of a pilot cell in each battery shall be seasured and recorded.
