SUIUECT: Special Nuclear Material License No. SNM-33

Dear Mr. Johnson:

i In reply to your public announcement dated 11 November 1958 in regard to the modification of regulations of 100FR Part 70, we are pleased to outline our plans for compliance.

We have for sometime prior to this notification been of the opinion that for our own protection a system should be installed in our Hematite, Missouri plant to warm of excessive radiation which might originate from any source.

Our plans, therefore, are nearing completion for the purchase and installation of such a system. We modified regulations of 10 CFR Part 20 will be of great assistance to us in the final adoption of our program.

We program will include the following points:

(1) Purchase and installation of sufficient radiation detector units to give adequate overall plant protection (Current plans are for the purchase of five such detection units located well within the distances specified in the new 10 CFR Part 70 regulations.

(2) We purchase and installation of an audib]e alarm system directly connected to the radiation detector instruments.

The instruments will be in parallel so that the alarm will sound regardless of what area of the plant the inci-dont may occur.

.(3) We purchase of high level survey instruments for re-entry and location of

Mr, Lyall Jonnson Pago Two 28 November 1958 SNN-33 (h) The preparation and inauguration of a complete evacuation plan which will include the immedia te care of exposed personnel and compliance with all of the regula Lions of 10 CFR Part 20.

(5) The selection and preparation of a suitable "off plant" site for storage of emergency equipment to serve as a command headquarters in case of emergencies.

(6) It is expected that the entire plan will be completed by 1 February 1959 We are proceeding on the basis that these steps should be placed in effect at the earliest possible date and unless we hear contrariwise from your office, our Engineering and Health Physics Groups will proceed as outlined above. Prior to final installation, we will submit to you sketches showing the location of the detector units and a more complete description of the details of the alarm system and the evacuation plan.

If there is additional information that you require prior to the submission of cur more detailed plan, do not hesitate to call upon us.
