Wa do wish to continue our program of testing special nuclear materials as given in license number SNM-276. The following infomation is submitted in application for renewal of this license.

I 1.

Applicant Mallinckrodt Chemical Works is a corporation, incorporated in the State of Missouri with principal business offices at 3600 North Seccnd Street, St.

Louis 7, Missouri. The principal officers of this corporation are as follows:

The activity for which a Special Nuclear Material License is requested will be confined to analytical facilities located in Building Number 25 of the Main Plant at 3600 North Second Street. These analytical activities will include spectrographic analyses, wet and dry gravimetric and volumetric analytical pro-cedures and isotopic assays by gamma-ray spectrometry. It is also contemplated that from time to time analytical development work will be carried out in the same area for the improvement of analytical techniques as applied to uranium and thorium compounds.

It is requested that the license be granted for a period of not less than one year.

Special nuclear material which will be handled in the analytical facilities will be those products produced by the United Nuclear Corporatinn at the Hematite, Missouri Plant. These will include unirradiated uranium metal and compounds of all assays, such as UO, UF, Uranyl Sulfate, Uranyl Nitrate and other materials 2

,l licensed to manufacture in the future. Samples will also include uranium

oxide and thorium oxide mixtures.

In all cases the quantity of material will be limited to that required for analytical deteminations. These vary from one gram. to approximately fif ty grams of the particular compound.

In no case will the total. quantity of special nuclear material be permitted to exceed 350 grams of Unas.

,i inventory check of material in the Mallinckrodt Chemical Works Laboratcry by supervisory personnel of the Mallinckrodt Chemical vlorks laboratory.

All special nuclear material received in the Mallinckrodt Chemical Works

. Iaboratory will be periodically returned to -the Hematite, Missouri Plant

.of the United Nuclear Corporation.

6.. The technical qualifications of the personnel directly connected with the analytical activities are set forth below:

Dr. Samuel M. Tuthill - Director of Chemical Control Dr. Tuthill received the degrees of B. A. and M. A. in Chemistry from Wesleyan University (Middletown, Conn.) ard his Ph.D. in Analytical Chemistry from Ohio State University.

He has had approximately 18 years experience with the analysis of fine chemicals, including some seven years in' connection with uranium chemicals; first, through Mallinckrodt with the Manhattan District Project, and later with the Atomic Energy Commission. Dr. Tuthill was named Director of Chemical Control in July, 1956.

Mr. Roger Corn - Head, Ana.tytical Laboratory Mr. Corn received a degree of B. A. in Chemistry from the University of Kansas City. He has had approximately 12 years experience with the analysis of fine chemicals at Mallinckrodt Chemical Works.

Dr. Perry King - Head, Analytical liesearch Laboratory Dr. King received a degree of B.S. in Chemistry from the University of Illinois, then worked 31/2 years in the Uranium Division at Mallinckrodt.

He received his Ph.D. in Radiochemistry from Washington University and has had 2 years experience with the analysis of fine chemicals at Mallinckrodt.

- Dr. Larson received the degrees B.A. in Chemistry from Augustana College He has had (Rock Island,111.) and his Ph.D. from Wisconsin University.

approximately 11 years experience with the analysis of fine chemicals at hallinckrodt, including the analysis of uranium ores, concentrates, and products.

. Mr. Byron D. Field - Head, Optical and Other Plysical Methods Laboratory Mr. Field received the degrees B.S. and M.S. in Chemistry from Michigan State University.

He has had approximately 18 years experience with the analysis of fine chemicals at Mallinckrodt, including some 10 years on uranium chemicals with the Manhattan District Project and the Atomic Energy Commission. Prior to joining Mallinckrodt, Mr. Field spent about two years doing spectrographic analysis.of high purity alkalis and associated products.

His present duties include supervision of all spectrographic, infra-red, and X-ray analysis in the Department.

Standard analytical procedures and equipment will be utilized by the applicant

-in connection with the requested license. Standard dust hoods will be used for all potentially dusty operations and all waste materials including analyti-cal scrap solutions will be returned to the United Nuclear Corporation Plant at Hematite, Missouri for proper recovery and disposal. The Health Physics Depart-ment is equipped with standard monitoring equipment and will supervise the health physics aspecta of the laboratory so as to be in compliance with Title 10 CFR Part 20.

Since the quantity of special nuclear material to be pemitted in the laboratory at any one time will always be less than the "always safe" quantity, a critical accident will be unattainable. Therefore, the applicant requests exemption from the provision for high level monitoring under Section 770.2h of Title 10 CFR Part 70.
