X 12/12/96 COMMENT RESOLUTION In their vote sheets, all Commissioners approved the staff proposal related to post-72 hour actions and external reactor vessel cooling.
The Commission (with Commissioners Rogers, Dicus, Diaz, and McGaffigan disagreeing) disapproved the staff's proposal related to realistic fission product removal coefficients and the use of additional non-safety system (s) for accident management and long term mitigation following a severe accident.
Subsequently, the comments of the majority of the Commission were incorporated into the guidance to staff as reflected in the SRM issued on January 15, 1997.
