CAREER COUNSELING FOR NRC EMPLOYEES l Per our telephone conversation, I have attached two statements justifying sole source change to the current Binder, Elser, Mendelson & Wheeler, Inc.

contract for counseling our employees. The first one proposes a full year's I extension of contract, which is the preferred method. The second one l provides for a 6-month extension of contract, with MDTS again soliciting competitive bids commencing the beginning of FY-82, and having the contract f approximately at the time this 6-month extension would run out. I NRC is committed to providing all. employees equal access to developmental and training activities. -A successful program for HQ employee (s) individual career and life planning counseling has been established, but an obligation to provide regional employees access to this same program has not been satisfied. Because the consistent approach to counseling all participants has been the source of its success and acceptance by NRC employees, enrollment requests always exceed available training spaces. MDTS must now demonstrate its intention to provide career counseling to regional employees by mid-1981.

Knowledge of career counseling principles and the NRC are vital to providing this service. Because it is imperative to keep the program intact and provide continuity of effort, an " essentially similar" program will not suffice.

BEMW is the only potential contractor possessing the experience and expertise which could maintain continuity with the established Headquarter's career development program within an acceptable time frame. In order to meet the standard of quality and timeliness needed, the NRC contract with BEMW must be extended through FY-82, with the added funding necessary for counseling sessions which must be ordered to firmly ensconce a consistent program of career and life planning counseling for all NRC employees. BEMW after competitive solicitation.has twice been awarded the NRC contract to provid Their proposal had been well above the other proposals on its technical merits, in terms of cost. fiRC has established a successful program for individual career counseling of employees comprised of a semi-structured interview, standardized testing, and workbook exercises. This consistent approach to counseling all participants has been th'e source of its success and acceptance by flRC employees. As a result of the agency's need for such a program and the ability of this program to meet this need, enrollment requests always exceed available training spaces. Pressure to provide access to this program for regional employees has been growing; and MDTS can no longer discriminate by having access for only HQ employees.

Therefore, a career counseling program, consistent in its approach throughout the agency, must be accessible to all NRC employees.

In order to establish access for regional employees to this program,

! counselors in the areas of our regional offices must be assured continuity for a one-year minimum (with option to extend for an additional year). The agency needs require this program to begin by mid-1981; ADM recommends therefore that BEMW be requested to provide continuing counseling to headquarters and regional employees through l F_Y-82 within bounds of available funding.

MDTS recommends that BEMW continue to provide career counseling to
