PROPOSED MODIFICATION N0. SIX (6) TO CONTRACT NO.
NRC-10-79-387, BINDER, ELSTER, MENDELSON AND WHEELER, INC.
The Management Development and Training Staff (MDTS) has a requirement to provide NRC's five (5) Regional Offices with a career counseling program that is consistent with that provided to its Headquarters employees.
The program for its Headquarters employees was initially developed by Binder, Elster, Mendelson and Wheeler, Inc. (BEMW) in 1976, in conjunction with the NRC's Federal Women's Program.
The program which provides individual career and life planning counseling, has continued' aver the past four (4) years and has been very successful.
Because of the success of this program developed by BEMW, it is NRC's desire to furnish a consistent program to its Regional employees.
In order to acc,omplish this objective, it is necessary.to obtain the services of BEMW, the incumbent contractor, to achieve the following:
t 1.
Provide consultive services to NRC to identify at leasp three (3) qualified Career Counselors in close proximity to each of the five (5) Regional Offices.
2.
Provide consultive services to NRC in evaluating the background education, experience and other qualifications for use by NRC in selecting the appropriate counselor through separate competitive processes.
3.
Design and present a program, complete with appropriate documentation, to orient and train the counselors selected for each Region in the NRC Career Counseling program, and the methods and procedures necessary to ensure consistency throughout the Agency.

The assistance 4e BEMW as described above will assure NRC that the Regional employees are provided access to the same program being provided to its Headquarters employees.

.e File M And'it is NRC's desire to provide all of its employees with equal career and life planning counseling, and as a satisfactory program has already been established and developed by BEMW for its Headquarters employees, it is hereby recommended that Contract No. NRC-10-79-387 with BEMW be modified to provide for the required consultive services to achieve this goal.

1.
Payment shall be made upon receipt of invoices for each acceptable task performed as stated in Modification Six (6), Subsection F.3 of the contract.
2.
The period of performance is hereby extended to December 12, 1981 with no additional cost to the Government.
