,o SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION RELATED Te AMENDMENT NO. 66 TO FACILITY OPERATING LICENSE NO. DPR-70 AND AMEMMENT NO. 41 TO FACILITY OPERATING LICENSE NO. DPR-75 PUBLIC SERVICE ELECTRIC AND GAS COMPANY PHILADELPHIA ELECTRIC COMPANY DELMARVA POWER AND LIGHT COMPANY, AND ATLANTIC CITY ELECTRIC COMPANY SALEM NUCLEAR GENERATION STATION, UNIT N05. 1 AND 2 DOCKET NOS. 50-272 AND 50-311 Introduction By letter dated December 7,1984, Public Service Electric and Gas Company (PSEG) requested a modification to the Technical Specification (TS) for the safety injection pumps surveillance requirement. The proposed amendments would revise Section 4.5.3.2 of the TS by an additional surveillance requirement to accommodate testing of the safety injection pumps.

Safety Evaluation and Sumary The licensee, PSEG, requested modification of the surveillance requirement for the safety injection pumps in a letter dated December 7,1984. The proposed mcdification would permit a safety injection pump to be tested during startup and shutdown conditions at low temperature while having the other pump aligned to the Reactor Coolant System (RCS). The proposed surveillance requirement would verify that the pump being tested is in a recirculation flow path and the manually operated discharge valve is l

closed. Under this mode of operation, the pump could not inject water into the RCS whict; could lead to an overpressurization transient. The licensee stated, and the staff concurs, that the change would not create the possibility of a new or different type of accident since the originally approved TS surveillance requirement was based on the capability of the single Power Operated Relief Valve (PORV) to mitigate a mass addition pressure transient, assuming a single failure of a PORV, with one pump injecting water into the RCS. Allowing one pump to be in a recirculation flow path would affect neither the basis of acceptance of the original TS surveillance requirement for the safety injection pump nor the low temperature overpressurization protection system's function.

Further, existing test and plant operating procedures would ensure that the pump be realigned to the RCS and the discharge valve be reopened at the completion of the test, therefore, safety injection pump's availability and its safety function would not be compromised. Based on our review of the licensee's submittal, we conclude that the proposed Technical Specification modification is consistent with the criteria of Branch Technical Position RSB 5-2 and is acceptable.

Environmental Consideration These amendments involve a change in the installation or use of the facilities components located within the restricted areas as defined in 10 CFR 20. The staff has determined that these amendments involve no significant increase in the amounts, and no significant change in the types, of any effluents that may be released offsite and that there is no significant increase in individual or cumulative occupational radiation exposure. The Commission has previously issued a proposed finding that these amendments involve no significant hazards consideration and there has been no public coment on such finding. Accordingly, these amendments meet the eligibility criteria for categorical exclusion set forth in 10 CFR'Sec 51.22(c)(9). Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of these amendments.

Conclusion We have concluded, based on the considerations discussed above, that:

(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the preposed manner, and (2) such activities will be conducted in compliance with the Comission's regulations and the issuance of these amendments will not be inimical to the comon defense and security or to the health arid safety of the public.
