DETERMINATION TO EXERCISE OPTION TO EXTEND THE TERM 0F' CONTRACT N0. NRC-10-82-358 WITH BINDER, ELSTER, MENDELSON, ANDWHEELER,INC.,(BEMWI)

Reference:

Federal Procurement Regulation (FPR) Part 1, Section 1-1507(f)

.In accordance with the RFP reference, the following is set forth as justification of the determination to exercise the option to extend the term of the contract:

1.

Contract No. NRC-10-82-358, for Career Counseling Services, was awarded to BEMWI on January 13 1982, as the result of negotations i

conducted under competitive RFP RS-ADM-82-358.

Fixed costs for initial and subsequent one-hour counseling sessions were negotiated at the time of award.

2.

Article III of the contract provides the Government with an option to extend the contract term for the one-year period from February 1, 1983, through January 31, 1984. The contractor was given preliminary notice of the Government's intention to exercise its option on January 19, 1983.

3.

Exercise of the option to extend the contract term is the most advantageous method of fulfilling the Government's needs, price and the following factors considered:

a.

The requirement covered by the option fulfills an existing l

Government need.

b.

Funds are available.

c.

An informal analysis of prices and an examination of the market indicates the option price is the more advantageous offer.

The incumbent contractor developed and implemented the program currently used to counsel NRC personnel at Headquarters and in the five regional offices.

Exercise of the option will insure the continued uniformity and consistency of efforts necessary to maintain the effectiveness of the counseling program.

Based on the foregoing, it is determined to be in the best interest of the Government to exercise the option to increase the total number of counseling hours required.
