SUBJECT:

DETERMINATION TO EXERCISE OPTION TO EXTEND THE TERM OF CONTRACT NO. NRC-10-82-358, BINDER, ELSTER, MENDELSON AND WHEELER-(BEMW) 1.

Contract No. NRC 10-82-358 for Career Counseling was awarded to Binder, Elster, Mendelson and Wheeler (BEMW) as a result of a RFP issued August 7, 1981.

The RFP also requested hourly rates for the service for the option year.

Article III of the contract provides the Government with an option to extend the period of performance for the period February 1,1984 through January 31, 1985.

Notice of intent to extend this contract was given to the contractor on December 27, 1983.

Exercise of the option to extend the performance period is the most advantageous method of fulfilling the Government's need, price, and other factors considered in view of the fact that:

a.

It is being exercised in accordance with the terms of the option and with the requirements of Section 1-1.1507 of the Federal Procurement, Regulations.

The original cost of this contract was considered fair and b.

reasonable at the time of award. The time between the award of the contract and the exercise of the option is so short-that the option price is reasonable because of the stability of the market, c.

The incumbent contractor developed and implemented the program currently used to counsel NRC personnel at Headquarters and in the five regional offices.

Exercise of the option will insure the continued uniformity and consistency of efforts necessary to maintain the effectiveness of the counseling program.

Funds in the amount of $26,616.19 are available.
