BINDER, ELSTER, MENDELSON AND WHEELER CONTRACT NRC-10-82-358 - CAREER COUNSELING The career counseling services provided by Binder, Elster, Mendelson and Wheeler under Contract NRC-10-82-358 beyond the 100 counselees were required due to the fact that there was a waiting list of an additional 125 Headquarters employees who had expressed a desire to have career counseling.
