STATEMENT OF WORK Career counseling has been successfully conducted at NRC, Headquarters over the past 213 years.
However, no provision has been made to provide this service to Region Office employees.
In order that the Director, MDTS may evaluate the possibility and cost-effectiveness of doing so, the Contractor shall provide the NRC with alternative methods of providing their career counseling and projected costs for three alternatives.
Cost estimates should cover the range of 5-25 employees per region.
PART II, Section F - Descriptions / Specifications:

ATTACliMENT 2 SOLE SOURCE Bincer, Elster, Mendelson and Wheeler, Inc. have been conducting career counseling for NRC headquarters' employees for 2h years with outstanding success. They hold the current contract, with an option for a second year, having been selected in a competitive basis. Since it would be to NRC's advantage to determine counseling alternatives and costs against a proven baseline and there is direct relationship to this contract, it is both prudent and effective to have this work done by Binder, Elster, Mendelson and Wheeler, Inc.
