EVALUATION OF BINDER, ELSTER, MENDELSON AND WHEELER, INC. (BE W I) COST PROPOSAL FOR CONSTRUCTION OF REGIONAL LIAIS0N SERVICES UNDER CONTRACT NO. NRC-10-82-358 With regard to the cost proposal of Binder, Elster, Mendelson & Wheeler, Inc., under Contract No. NRC 10-82-358, I accept the ongoing proposal for consultation and liaison with the five regions (page 1) for the year beginning February 1,1983, as reasonable with respect to hours to be spent and other cost elements. I do not accept the ongoing consultation to the regions with respect to recruitment and selection of counselors (page 2) because it is our intention to renew the contracts of these counselors in the five regions who are now counseling NRC employees, and it is therefore unnecessary to include recruitment services in the ongoing contract. Likewise, I do not accept the proposal for the conference for NRC counselors in the five regions - 1983 (pages 3 & 4). I do not feel the benefits derived would offset the costs in this period of extremely tight money.
