JUL 111985 1
Docket Nos.:
50-440 and 50-441 1
Mr. Murray R. Edelman, Vice President Nuclear Operations Group The Cleveland Electric Illuminating Company P. O. Box 5000 Cleveland, Ohio 44101
Dear Mr. Edelman:
Subject:
CEI's Conformance with Regulatory Guides 1.52, 1.140 and 1.143 -
Perry Nuclear Power Plant, Units 1 and 2 The NRC staff has reviewed responses provided with your letter dated June 18, 1985 relative to the subject regulatory guides, (in response to the staff's questions transmitted by my letter dated May 20,1985). As a result of that review, the following information is required:
1.
Since CEI does not plan to utilize the UNI system to solidify Perry radwastes, the conclusions documented in Section 11.4 of the Perry SER (NUREG-0887) are no longer valid. Therefore, CEI is requested to submit information on the mobile system which will be used for this purpose, in sufficient detail to satisfy the acceptance criteria of Section 11.4 of the Standard Review Plan (NUREG-0800). The mobile system and CEI's Process Control Program will have to be approved by the NRC prior to solidification of any waste.
2.
CEI indicates that portions of the liquid radwaste system were declassified from Safety Class 3 to a non-safety class.
It is the staff's position that the liquid radwaste components should be Quality Group D as identified in Regulatory Guide 1.26, and should meet the requirements of Table 1 of Regulatory Guide 1.14.3.
CEI's response to the staff's position is requested.

o JUL 111985 Mr. Murray R. Edelman Until the above listed information is received and the subject matter resolved, you should consider conformance to the subject regulatory guides to be an out-standing open issue for Perry licensing.
If not resolved by the time the next Perry SER supplement, this issue will be identified as such therein.
If there at (301) questions, please direct them to the Project Manager, Mr. John J. Stefano are any 492-7037.
