SYSTEMATIC ASSESSMENT OF LICENSEE PERFORMANCE, REPORT
NOS. 50-269/84-31, 50-270/84-31, 50-287/84-35, 50-369/84-36,
AND 50-370/84-34
This refers to the NRC's Systematic Assessment of Licensee Performance (SALP)
Board Reports for your Oconee and McGuire facilities which were sent to you on
December 31, 1984; our meeting of January 8,1985 at which we discussed these
reports; and your written comments dated February 7,1985, relative to the
reports.
Your written coments raised certain issues regarding the conclusion reached by
the SALP Board in the functional area of plant operations for the McGuire
facility.
I have carefully reviewed these comments and acknowledge your efforts
in the self identification, correction and reporting of incidents and events.
I
have concluded, however, that the SALP Board Report accurately reflects your
perfomance level in this area.
As you are aware, the Category 3 rating clas-
sifies the conduct of nuclear activities as acceptable; however, the rating
represents a staff finding that the functional area is not receiving proper
management attention and that additional involvement by management is needed.
I have also concluded, based upon your comments and my review of the facts, that
the McGuire facility's. SALP Board Report did not accurately characterize several
violations and a deviation.
The SALP Board Report has been modified to more
appropriately characterize the severity level and status of these items as
described in the attached Errata Sheet.
Corrected pages are included herein to
update your copy of the SALP Board Report.
No reply to this letter is required; however, should you have any questions
concerning these matters, I will be pleased to discuss them with you.
