Dear Mr. Hutchinson:
By letter dated August 23, 1996, Entergy Operations, Inc. (E01), requested that NRC complete its review prior to the next ANO-2 refueling outage (2R12),
scheduled to begin on April 11, 1997.
The NRC staff completed its review of the application and found it necessary to deny the request. The basis of this denial is E01's inclusion of Reactor Coolant System's (RCS) flow rate in the COLR. The COLR concept in Generic l
Letter 88-16 was established for core operating limits that normally vary from cycle to cycle primarily because of changes in fuel design.
RCS flow rate is normally not a cycle-specific parameter. A change in flow rate usually i
indicates a physical change such as steam generator tube repairs or pump i
degradation, thus requiring the NRC review.
Therefore, RCS flow rate is not an acceptable parameter for relocation to the COLR, and E01's application to relocate the RCS flow limit to the COLR is denied.
A copy of the Notice of Denial of Amendment to be published in the Federal Reaister is enclosed for your information.
