NRC INTEGRATED INSPECTION REPORT 50-302/96-11 AND NOTICE OF
VIOLATION
Dear Mr. Beard:
.
On October 5. 1996, the NRC completed an inspection at your Crystal River 3-
l
reactor facility. The enclosed report presents the results of that
inspection.
l
During the 4-week period covered by this inspection period, your conduct of
'
activities at your Crystal River facility were generally characterized as weak
in the areas of procedure and drawing compliance, Three violations of NRC
l
requirements were identified.
Two violations involved the failure to follow
l
procedures, and one violation was issued for failing to adhere to approved
i
construction drawings.
l
These violations are cited in the enclosed Notice of Violation, and the
!
circumstances surrounding the violations are described in detail in the
'
enclosed report.
Please note that you are required to respond to this letter
,
and should follow the instructions specified in the enclosed Notice when
preparing your response.
The NRC will use your response, in part, to
i
cetermine'whether further enforcement action is necessary to ensure compliance
!
with regulatory requirements.
l
The enclosed Inspection Report identifies activities that violated NRC
I
requirements that will not be subject to enforcement action because the
l
licensee's efforts in identifying and/or correcting the violation meet the
criteria specified in 5&uan VII.B. of the Enforcement Policy. Therefore, no
,
response with respect w ttese matters is required.
