NRC INSPECTTON REPORT 50-454/455/96007

NOTICE OF VIOLATION

Dear Mr. Graesser:

On September 26, 1996, the NRC completed an inspection at your Byron 1 & 2

reactor facilities. The enclosed report presents the inspection results.

During the 6-week inspection period, the inspectors observed examples of

safety-conscious operations, sound engineering and maintenance practices, and

careful radiological controls. However, we are concerned about your

configuration controls during the conduct of surveillance tests.

In one

instance, the inspectors identified a violation regarding an inadequate

procedure that resulted in running the 2A chemical and volume control pump

without essential service water to its lube oil cooler.

The violation is cited in the enclosed Notice of Violation, and the

circumstances surrounding the violation are described in detail in the

enclosed report. Please note that you are required to respond to this letter

and should follow the instructions specified in the enclosed Notice when

preparing your response. The NRC will use your response, in part, to

determine whether further enforcement action is necessary to ensure compliance

with regulatory requirements.
