Pursuant to 10 CFR 50.90, GPU Nuclear, Inc. (GPUN), operator of the Oyster Creek Nuclear Generating Station (OCNGS), Operating License No. DPR-16, requests a change to the i

Appendix A of the license.

l The proposed amendment changes the Trip Setting for Technical Specification Table 3.1.1. Item No. G.3, Automatic Depressurization System (ADS) by clarification of the functional requirement i

to provide an interlock permissive which ensures that a source of cooling water is available via the Core Spray System prior to depressurization. The interlock permissive inhibits ADS actuation if the core spray booster pump differential pressure (d/p) switches do not r.ense operation of the i

booster pumps (indicating availability of core spray flow), following receipt of both High Drywell Pressure and Low-Low-Low Reactor Water Level actuation signals. An interlock function has i

always existed in the AD.3 logic design but has not been clearly identified in the Technical Specifications.

6730-96-2073 TSCR No.'243 Page 2 in addition, a corresponding surveillance requirement is being added to Technical Specification Table 4.1.1 which reflects the need to test and calibrate the core spray booster pump differential pressure switches, pursuant to existing plant procedures.

This change request has been reviewed in accordance with Section 6.5 of the OCNGS Technical Specifications. Using the standards in 10 CFR 50.92 we have concluded that these proposed changes do not constitute a significant hazards consideration.

This change can be made effective immediately upon receipt of the operating license amendment, as no pir.nt modifications or setpoint changes are necessary. Hence, approval of this TSCR is not operation limiting. Any procedural or documentary changes will be implemented within 60 days following receipt of the license amendment.

Pursuant to 10 CFR 50.91 (b) (1), a copy of this change request has been sent to the State of New Jersey Department of Environmental Protection.
