INSULATION BREAKDOWN, ITEM 191

Dear Dr. Grace:

On October 29,1984, Mr. N. 3. Chiangi notified the NRC of a potentially reportable item per the provisions of 10CFR50.55(e) and 10CFR,~ Part 21.

The NRC was informed that a potential exists for insulation breakdown on G.E. supplied transformers. These transformers are part of the Westinghouse inverters supplied to the Harris Project.

Westinghouse has notified the NRC that this is a 10CFR50.55(e) item for plants under construction.

On November 28,1984, we informed the NRC via letter (NRC-296) that CP&L had not confirmed that this problem existed in the SHNPP inverters. It was planned to energize the subject inverters for a six month period. Any G. E. transformer that operates under load for a six month period without exhibiting output degradation may be considered satisfactory. At that time it was projected that a report on the reportability of this iten would be issued by June 7,1985. This date was based on the completion of the s.< month energization test.

Due to the unavailability of load testing equipment, the six month energization test has not been completed at this time as previously projected. The required testing and completion of the reportability evaluation is now projected to be accomplished and reported to the NRC by September 13,1985.
