REPORT NOS. 50-324/84-39 AND 50-325/84-39

On December 10 - 14, 1984, NRC inspected activities authorized by NRC Operating

License Nos. DPR-62 and DPR-71 for your Brunswick Steam Electric Plant. At the

conclusion of the inspection, the findings were discussed with those members of

your staff identified in the enclosed inspectia report.

Areas examined during the inspection are identified in the report. Within these

areas, the. inspection consisted of selective examinations of procedures and

representative records, interviews with personnel, and observation of activities

in progress.

The inspection findings indicate that certain activities violated NRC require-

ments.

The violations, references to pertinent requirements, and elements to be

included in your response are presented in the enclosed Notice of Violation.

In addition to the need for corrective action regarding the specific matters

identified in the enclosed' Notices, we are concerned about the implementation of

-your management control systems that permitted the output plug -1 controller

E11-SS-F605A to be placed in the HI jack. Consequently, your response should

include those particular actions taken or planned to improve the effectiveness of

your program.

In accordance with 10 CFR 2.790(a), a copy of this letter, its enclosures, and

your reply will be placed in NRC's Public Document Room upon completion of our

evaluation of the reply.

If you wish to withhold information contained therein,

please notify this office by telephone and include a written application to

withhold infonnation in your response.

Such application must be consistent with

the requirements of 2.790(b)(1).

The responses directed by this letter and the enclosures are not subject to the

clearance procedures of the Office of Management and Budget issued under the

Paperwork Reduction Act of 1980, PL 96-511.
