NOTICE OF VIOLATION

Florida Power Corporation Docket No. 50-302

V Crystal River Unit 3 License No. DPR-72

The following violations were identified during an inspection conducted on

. April 26.- May 24, 1985. The Severity Level was assigned in accordance with the

NRC Enforcement Policy (10 CFR Part 2, Appendix C).

Technical Specification 6.8.3 allows temporary changes to be made to '

surveillance procedures provided that the intent of the original procedure

is not altered and that the change is approved by two merrbers of the plant

manager staff, at least one of whom holds a Senior Reactor Operators (SRO)

license.

This violation is similar to a violation identified in NRC Inspection Report

50-302/85-08 dated April 11, 1985, and a violation discussed (but not cited)

in NRC Inspection Report 50-302/85-11 dated April 23, 1985.

f This is a Severity Level IV violation (Supplement I).

Pursuant to 10 CFR 2.201, you are required to submit to this office a written

statement or explanation in reply, including: (1) admission or denial of the

alleged violation; (2) the reasons for the violation if admitted; (3) the corrective

steps which have been taken and the results achieved; (4) corrective steps which

will be taken to avoid further violations; and (5) the date when full compliance

will be achieved.

It is recognized that the above cited violation has been addressed, as required,

in your June 6, 1985, response to our Notice of Violation dated April 11, 1985,

regarding the similar violation 50-302/85-08-07. We are presently evaluating

this response, therefore, no additional response to the above cited violation is

required.
