Gentlemen:

SUBJECT: REPORT N0. 50-302/85-21

On April 26 - May 24,1985, NRC inspected activities authorized by NRC Operating

License No. DPR-72 for your Crystal River facility. At the conclusion of the

inspection, the findings were discussed with those members of your staff

identified in the enclosed inspection report.

Areas examined during the inspection are identified in the report. Within these

areas, the inspection consisted of selective examinations of procedures and

representative records, interviews with personnel, and observation of activities

in progress.

The inspection findings indicate that certain activities violated NRC require-

ments and other activities appeared to deviate from a commitment to the NRC. The

deviation, with pertinent references and elements to be included in your

response, is presented in the enclosed Hotice of Deviation.

The violation described in the enclosed Notice of Violation is similar to a

violation contained in a Notice of Violation sent to you with our letter dated

- April 11,1985, and is also similar to a violation described in NRC Inspection

Report No. 50-302/85-11 (but not cited) sent to you with our letter dated

April 23,1985. We note in your letter dated June 6,1985, that you have

responded to the Notice of Violation sent to you with our letter dated April 11,

1985 (violation 85-08-07) and that this response also addresses the violations

discussed in this report and in NRC Inspection Report No. 50-302/85-11. We are

presently evaluating this response, therefore, no additional response to this

violation is required.

The responses directed by this letter and the enclosures are not subject to the

clearance procedures of the Office of Management and Budget issued under the

Paperwork Reduction Act of 1980, PL 96-511.
