SUBJECT:

WORKING MEETING WITH GPU NUCLEAR ON OYSTER CREEK LICENSING ACTIOS'S On Tuesday, May 14, 1985, a meeting was held at NRC, Bethesda, Maryland with GPU Nuclear (the licensee) on Oyster Creek licensing actions. This meeting was held to discuss the following:

1) safeguards information, 2) hydrogen water chemistry tests to be conducted at the plant, 3) the licensee's recently preposed changes to the staff-approved remmte shutdown panel and
4) status of licensing actions for the plant. Attachment 1 is,the list of individuals that attended the meeting. The following is a summary of;the significant items discussed and the actions taken or proposed.

1.0 Safeauards Information This part of the meeting was not open to the public and a summary of the significant items discussed is. net provided pursuant to 10 CFP 73.21.

2.0 Hydrocen Water Chemistry Tests The staff stated that the licensee should review previous plant submittals (e.g., Peach Bottom, Pilgrim) on such tests.

The licensee stated that the tests will be less than one week, are expected to be in September 1985 and may not require changes to the plant Technical Specifications for thr test.

Other plants have had to change the-set point for the main steam line radiation monitors.

Tho staff stated other non-ruclear olant facilites use larce amcunts of hydrogen and have safety proceoures to use the hydrogen safely.

The staff suggested that' detailed dose measurements, of the expected higher N-16 radiation levels around the plant, should be made during the tests.

3.0 Licensee's Proposed Chances to Remote Shutdown Panel The licensee will consider the following changes to its proposal: accomplishing the trip of the feedwater pumps, main steam isolation valves and the trip of the recirculation pumps outside the control room and having the verification of these actions in the remote shutdown panel procedures.

This will be the subject of a phone call early next week.

~e I 4.0 Status of Licensing Actions This is the April Progress Sumary Report for licensing actions. The status of all incompleted Oyster Creek licensing actions was discussed. The following actions were taken or proposed:

The staff, at the request of the licensee, should stop its review of the licensee's submittals on Regulatory Guide 1.97 until revision 1 is submitted by the licensee. This is expected by July 31, 1985.

Check with the lead project manager on heavy loads phase II to determine what staff review will be done on the additional evaluations to be submitted by the licensee.

The licensee will decide by May 30, 1985, if any additional submittals will be provided on administrative changes request for clarity and format and on revised acceptance criteria for combined leakage.

Set up a phone call for early next week to discuss the staff's questions on the licensee's response to IE Bulletin 82-03.

The May progress summary meeting will be held at NRC on June 12, 1985.
