Design Documentation Review As part of the staff's review under the guidelines of Standard Review Plan 3.9.3, a design documentation audit will be performed for South Texas, Units 1 and 2. The purposes of the audit are:

1. To determine that design specifications required by the Code
  • have been  !

(or will be) prepared and contain a complete basis for the construction of the components.

2.-For Code Class 1, 2 and 3 components: check that design reports as required by the Code have been (or will be) prepared, that the input data used are clearly traceable to agree with the design specification, and the analyses show compliance with Code requirements.

3. Check to see that specifications include appropriate provisions to assure reliable performance of components during their anticipated service, and that adequate documentation has been (or will be) received, which shows compliance with the specifications.

The first step of the audit consists of obtaining Code required design specifications and stress reports or design reports for pumps, valves, piping systems and other select components. For the South Texas audit, we wish to obtain a sampling of documents from both the NSSS and BOP portions as follows:

1. Pumps
a. NSSS: primary coolant circulation pump
b. BOP: a pump of Applicant's selection but not the auxiliary feedwater pump
2. Valves
a. NSSS: a motor operated valve in NSSS scope
b. B0P: main steam safety relief valves
3. Piping
a. NSSS: primary coolant piping system
b. BOP: a main steam lead from a steam generator to isolation valve i

4. Supports
a. NSSS: supports for primary coolant circulation pump
b. BOP: a support for main steam piping
5. Roto-Lok reactor vessel hea'd closure system From our past experience on other plants, an expeditious procedure appears to consist of the following:
1. Applicant accumulates the requested design documents for review at the one-day audit meeting.

-2. The staff reviews the documents, to the extent possible during a one-day meeting, primarily to ascertain the function, scope and completeness of the documents. The staff then requests that copies of the documents (possibly with some deletions or additions of documents) be provided for detailed review.

3. After receipt of the documents, a detailed review is made. Usually, this detailed review leads to some questions. A list of such questions is prepared and submitted to the Applicant for response. Generally, this review and follow-up letter entails one or two months of calendar time

- following receipt of the documents.

4. A second meeting with the Applicant, for detailed discussion and clarification of questions and/or responses thereto, has usually been needed in previous design document audits.
