• tj INFORMATION GATHERING FOR NRC'S RISK-INFORMED INSPECTION AND ASSESSMENT PROGRAMS November 9 - 10,1998 OBJECTIVES 1 Obtain information from the licensee for the proposed NRC risk-Informed inspection and assessment programs by gaining an understanding of the licensee's risk feedback and corrective action programs through interviews and presentations provided by licensee personnel.

2 Obtain information from the licensee as to how risk performance information could be used to partially or largely replace plant performance information that is currently being obtained through the NRC's core inspection program.

3 Obtain information from the licensee as to when increased licensee and NRC audit / inspection activities would be appropriate based on risk performance information.

4 Obtain information regarding risk-informed performance indicators used by South Texas, to include data availability, confidence levels, leading vs lagging, etc.

ONSITE INFORMATION GATHERING PROCf13 Have the licensee provide a presentation on their Risk and Reliability system. Include information regarding its evolution over time, its capabilities, and the confidence of its risk calculations.

' Have the licensee focus presentations using actual examples associated with the top five risk /safet./ significant systems as identified by the licensee's Maintenance Rule Program.

Have the Fcensee correlate output from their Risk and Reliability system with actual operating experience / material condition and the component, train, and system availability (for the top five risk / safety significant systems). Include presentations by licensee system engineers for the systems discussed.

Have the licensee discuss established or proposed performance indicators that are used to determine risk during operations or shutdown conditions, include a presentation on how the various risk performance indicator thresholds were established, and the necessary actions to lower risk to an acceptable level.

Have the licensee discuss how the licensee's work control / problem identification / corrective action program is used in the risk assessment process.
