i Document Control Desk The NRC approved the San Onofre Units.2 and'3 Inservice Testing Program for Pumps and Valves by references 1, 2, and 3. - In connection.with their review
=of several Valve Relief Requests (VRRs) the NRC requested SCE-to pursue non-intrusive testing techniques.
In reference 4,:SCE committed to provide by Jcnuary 31,-1993, the status and schedule of implementing non-intrusive.
testing techniques.
EVALUATION SCE has attended the Nuclear Industry Check Valve Group (NIC) conferences and will continue to do so in the future.
Information_ distributed by NIC is factored into the decision-making process regarding non-intrusive testing _at SONGS.
SCE has reviewed acoustic, external magnetic, ultrasonic, and radiog/ external raphy; techniques.
At present, SCE believes that a combination of acoustic magnetic monitoring has the most potential for non-intrusive techniques for our plants.
However, we have not yet identified which techniques will-provide the optimal results for those valves requiring non-intrusive testing at San Onofre Units 2 and 3. -SCE is pursuing parallel paths of developing non-intrusive techniques in-house and evaluating products developed by vendors.
IMPLEMENTATION The NRC specifically requested SCE to pursue non-intrusive testing for check valves in the Safety Injection System between the refueling water storage tank and the spray pump suction header, Safety injection System Containment Emergency Sump Outlet, Safety injection Tank Outlet, Containment Spray System Containment Isolation, Main Steam Supply to the Auxiliary feed Pump, and the Hain Feed System to the Steam Generator, which are discussed in VRRs 2, 3, 11, 13, 18, and 20.
For VRR 18, SCE has performed acoustic monitor'.ng on the steam supply check valves that, if validated, could be used in lieu of disassembly.
In addition, SCE intends to use non-intrusive techniques on at least one valve in each of' VRRs 11 and 20 during the Unit 2 Cycle 7 refueling outage, currently scheduled for June 1993. This will be done for research and development purposes.only, not in lieu of scheduled disassemblies and inspections.
SCE has concluded that valves listed in VRRs 2, 3, and 13 are impractical to test using non-intrusive techniques because these valves cannot be full stroke opened by any practical methods, as discussed in the VRRs. Any future VRRs submitted on these valves will not contain any reference to performing non-intrusive testing.
SCE will be submitting the second ten year Inservice Inspection Program by August 18, 1995,_ and will re-subinit any required VRRs _ by that date.
