INSERVICE TESTING PROGRAM FOR PUMPS AND VALVES AT SAN ONOFRE UNITS 2 AND 3 (TAC NOS. M81947 AND M81948)

The NRC staff review of the San Onofre Nuclear Generating Station Inservice Testing Program (IST) for Pumps and Valves at Units 2 and 3 is documented by Safety Evaluation Reports dated September 24, 1990, and October 2, 1991.

Our Safety Evaluation Report dated September 24, 1990, granted interim relief from the IST program for containment sump check valves 24-003-C-724 and 24-004-C-724 and for containment spray check valves 8-004-C-406 and 8-006-C-406. By letter dated October 28, 1991, the Southern California Edison Company provided additional information to support the relief requests for these valves, VRR Nos. 3 and 13, and to make them a permanent part of the IST program for Units 2 and 3.

The enclosed Safety Evaluation Report concludes that the proposed testing schedule and the alternate method for verifying valve operability as proposed by VRR Nos. 3 and 13 is acceptable. These relief requests are hereby granted.
