-a ENCLOSURE 1 NOTICE OF VIOLATION Florida Power Corporation.

Docket No. 50-302

Crystal River 3 License No. DPR-72 The following violation was identified during an inspection conducted on March 1-29, 1985. The Severity Level was assigned in accordance with the NRC Enforcement Policy (10 CFR Part 2, Appendix C).

Technical Specification 6.8.1 requires that written procedures listed in Appendix A of Regulatory Guide 1.33, November 1972, be properly established and implemented.

Regulatory Guide 1.33, section A-5 requires an administrative procedure that delineates procedure review and approval.

Technical Specification 6.8.2.b specifies the procedure review and approval

-process to be used prior to procedure implementation-and requires the review cycle to include an interdepartmental review by qualified reviewers in interfacing departments.

Contrary to the above, on March 21, 1985, procedure AI-401, Organization and Implementation of New Procedures, was found to be not properly established and implemented in that the procedure review and approval process delineated in Section 4.3.3 of AI-401 permits a procedure to be implemented without the review of. qualified reviewers in interfacing departments.

As a result, operations procedure OP-209, Plant Cooldown, was revised and implemented without the review of qualified reviewers in interfacing departments.

This is a Severity Level V violation (Supplement I).

Pursuant to 10.CFR 2.201, you are required to submit to this office within 30 days-of the date of this Notice, a written statement or explanation in reply, including: (1) admission or denial of the alleged violation; (2) the reasons l

for the violation if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid l

.further violations; and (5) the date when full compliance will be achieved.
