SUMMARY
OF APRIL 16, 1985 MEETING WITH MP&L REGARDING GRAND GULF UNIT 1 LICENSING ACTIVITIES This meeting was one of the periodic meetings that are being held to discuss the scope and scheduling of licensing activities in order to more effectively schedule MP&L and staff efforts to complete these activities. is a list of attendees. is the agenda for the meeting prepared by the staff. Enclosure 3 is a handout prepared by the licensee.
The licensee described some proposed changes to the startup test program. A major change to be submitted for staff approval is the deletion of Startup Test No. 258, Full Reactor Isolation at 100% power. An unintentional main steam isolation valve (MSIV) closure occurred at about 75 percent power.
Licensee believes data from this reactor isolation can be used to satisfy the objective of Test No. 258. Other changes described below, are not considered to be major changes, as defined in License Condition 2.C.(31) and therefore will not be submitted for prior NRC approval. These minor changes include: changing the scheduled date for running Startup Test No. 27, Turbine Stop Valve Trip and Generator Load Rejection (Test Condition 6); elimination of applicable portions of Startup Test Nos. 22 and 29 related to testing automatic load following because GGNS will not use this feature; and performing rod sequencing tests in parallel with other activities.
The licensee stated that additional personnel would be brought in during startup testing.
In the areat of secondary plant performance, for example, people with expertise in feedwater system control and calibration will be adde.d. A joint test group will be formed with GE and MP&L operations personnel. Management personnel will be on every shift during testing.
Coordination with GE will be increased; for example, an increased emphasis will be placed on feedback from Kuo Sheng and Liebstadt plants, which are BWR 6 - Mark III plants.
A six-week outage beginning October 15, 1985 is planned to complete modifications needed for environmental qualification and to perform an integrated leak rate test.
If possible, other work will be accomplished during this outage including modification of the standby service water system (License Condition 2.C.(20)),
induction heating stress improvement of the recirculation piping system, changing spent fuel storage racks to the high density design, and changing the feedwater check valve disc to one having a soft seat for better leakage characteristics.

. Licensee discussed some of the near term items for licensing action (Enclosure 3).
Regarding Item B.3, licensee emphasized the desirability of having the use of the residual heat removal (RHR) steam condensing mode available.
Licensee, also gives a high priority to obtaining NRC review of the analysis of soil-structure interaction on the standby service water cooling basin.
Regarding Item C.2 licensee stated that October 15, 1985 is the scheduled date to start installa-tion of high density spent fuel racks in the containment. A submittal on the design of the high density spent fuel racks is expected to be made in April.
Regarding C.5, licensee plans to update the Fire Hazards Analysis and submit proposed revisions to the program described in the FSAR in May, prior to the Region II audit. Regarding Item C.8, licensee plans to submit maximum stroke times for valves in the IST program in May.
Licensee provided target dates for submitting technical specifications (TS) for modifications to be made prior to startup following the first refueling outage.
In June 1985, TS will be submitted for the hydrogen control system and the ADS accumulator instrumentation.
In July 1985, TS will be submitted for the scram discharge volume vent and drain valves and scram instrumentation.
In August 1985, TS will be submitted for seismic instruments, pressure isolation valves and standby service water system modifications.
In September 1985, TS will be submitted for the remote shutdown panel modification, TDI diesel generator modifications and ADS logic modifications.
In December 1985, TS will be sub-mitted for R.G. 1.97 instruments, and modifications to the emergency onsite power system.
Licensee requested information regarding the optimum date to submit technical specifications relative to the date for monthly publication of notices in the Federal Register.
Subsequent to the meeting, the NRC instituted procedures for bi-monthly publication. The optimum time for submittals (shortest time to issuance of amendment) would be on June 11, 1985 and each two week interval thereafter.
Licensee also questioned whether proposed Technical Specifications could be sub-mitted for NRC review after Plant Safety Review Committee approval, but prior to the off-site Safety Review Connittee approval. Subsequent to the meeting, staff investigated this potential for shortening the review cycle time. The Technical Specifications require SRC approval of " proposed changes to the Technical Specifications" and therefore this review should be completed prior to issuance of the license amendment.
The regulations require submittal of license amend-ments under oath or affirnation that the information therein is true and correct.
Therefore, proposed changes to the Technical Specifications should receive all approvals M the licensee, including the SRC approval, prior to submittal.
There are procedures available for emergency changes to Technical Specifications should plant conditions warrant more rapid review and approval.
