SUBJECT:
URANIUM MILL TAILINGS REGULATIONS EPA promulgated their final environmental standards for uranium mill tailings stabilization and control on September 30, 1983. The Commission is now required by law to conform our mill tailings regulations to the final EPA standards, after an opportunity for public comment, within 6 months of that date. It appears that the final EPA standards are very similar.to the proposed standards and do not differ substantially from the NRC regulations published on October 3, 1980. Since significant changes to our October 3, 1980 regulations do not appear to be warranted, I suggest that the Commission direct the staff to prepare a rulemaking package for Commission consideration within 60 days.
I request that SECY track responses to this memorandum.
