l ENCLOSURE 1 NOTICE OF VIOLATION Westinghouse Electric Corporation Docket No. 70-1151 Columbia Nuclear Fuel Division License No. SNM-1107 The following violation was identified during an inspection conducted on February 19 - 22, 1985. The Severity Levels were assigned in accordance with the NRC Enforcement Policy (10 CFR Part 2, Appendix C).

License Condition No. 9 requires that licensed material be used in accordance with statements, representations, and conditions contained in Sections 2, 3 and 4 of the application dated December 30, 1976, and supplements thereto. Paragraph 3.1.2 states that a shift supervisor will fulfill his responsibilities as a line manager by assuring that all opera-tions under his control are carried out in accordance with the schedules, processing procedures, nuclear criticality safety and radiation protection limits and ather instructions supplied by higher management. Operating procedure, Washing Machine, CSR 5015, Rev. E, dated January 6, 1984, paragraph II.01 specifies that filters are to be placed in the specially marked container on the scale platform until the special volume marking on the container is reached and the gross weight (of the filters) of 36.000 Kgs -

is not exceeded. .

Contrary to the above, on February 19, 1985, the licensee placed cartidge filters containing licensed material in the specially marked container (hopper) and the gross weight exceeded 36.000 kgs.

This is a Severity Level IV violation (Supplement 6).

Pursuant to 10 CFR 2.201, you are required to submit to this office within 30 days of the date of this Notice, a written statement or explanation in reply, including: .(1) admission or denial of the alleged violations; (2) the reasons for the violations if admitted; (3) the corrective steps. which have been taken and the results achieved; (4) corrective steps which will be taken to avoid

further violations; and (5) the date when full compliance will be achieved.
