We are in receipt of your application dated May 30, 1983 requesting renewal of NRC License Number SNM-1826. Additional information is needed in support of your request. Please respond to the following:
1.
Materials A.
Specify the manufacturer's name and model number of each of your PuBe sources. Also list the quantity of plutonium in each source.
B.
Clarify the purpose for which you use the 300 micrograms of plutonium (any form) and specify the principal isotope and any significant contaminants.

Describe the intended use of the 250 micrograms of uranium-233 w
requested in your application.

You've requested authorization for John Zilka to use or supervise the use of the materials listed in your application.
It is not clear, however, from the description of his qualifications that he has had any experience working with special nuclear materials.
Please clarify. Authorized users must have training and experience that is commensurate with the use of the radioactive material in question.

Oyerations - Precautions Your application contains a description of the operations for which your special nuclear materials are being used, however, it does not contain a general plan for carrying out each operation.
Please submit a description of your possession and use of the material from the time of receipt to its use in the plating process and assembly in the fission counter / chambers, to its use for instrumentation testing, calibration and quality control checks, to the distribution of the units and the ultimate disposal of waste materials. Submit for each stage of the process an evaluation of the potential external and internal radiation hazard (s) and outline the precautionary controls (including equipment) used to minimize the hazards.

(Example: When dissolving uranium-235 into solution, the uranium oxide may become dispersible resulting in potential air and/or surface contamination. To minimize this hazard, this process is done in a fume hood supplemented by air sampling a the breathing zone of workers.)

.Your application states that. air monitoring of vents in the plating lab is perfonned and that past measurements indicate no detectable release of' alpha / gamma effluents to the atmosphere. Please state the frequency of these measurements and specify the phase of your
, operation during which air sampling is most likely to be conducted.

Your application states that a monthly urinalysis is performed for persons actively engaged in electroplating radioactive materials.and n-
.that a whole body count is done whenever Helgeson Nuclear Services is available in your area. Specify the. maximum or longest interval between whole body counting.
(Since uranium oxide is insoluble in
. body fluids and has a-long biological half-life in the lungs,~we recommend whole_ body counting at intervals not exceeding'six months in order -to check 'on your air sampling program and on confinement procedures and equipment. See enclosed Reg. Guide 8.11.
If your personnel are counted at longer intervals, justification for the extended frequency.) please submit C.
Your' application does not contain action levels for air sampling or bioassay measurements to aid you in exposure control, nor is there a course of action that you may follow if measurements are positive.
Please submit this information.
(Regulatory Guide 8.11 has action points and a proposed follow-up for bioassay measurements.
If you choose to follow the recommendations in the guide, then so state, and submit action levels and a follow-up plan for your air sampling p
program.)

Distribution It is necessary for you to register with the NRC information on all of the devices that you distribute containing special nuclear materials. This information will be reviewed and a determination made regarding the safety of the device for distribution.
To assist us in this effort, please submit the following:
A.
An engineering data sheet for each device containing special nuclear material that you distribute.
(If the isotope and maximum qucntity of special nuclear material are not s write this information on the sheet.)pecified in the data sheet, B.
The methed and instrumentation used for determining the quantity of special nuclear material incorporated in the devices.
C.
The method of containment or binding of the special nuclear material in the devices to insure that the material under normal conditions of use will not become detached from the device or be released to the environment.
D.
A description of the quality control procedures followed to insure that the devices are built to specifications.
E.
A sample of the labels or marking on each device denoting the pres-ence of special nuclear.aaterial and sample copies of instructions (given to customers) that are necessary for proper use of the devices.
F.
The method used to verify that customers are authorized by the NRC or an Agreement State to possess and use the devices.
G.
Instructions to customers regarding service, maintenance repair or disposal of the devices containing special nuclear materials.
We will continue the review of your renewal request upon receipt of this information. Please reply in duplicate within 60 days and reference Control Number 22365.
Information submitted in response to Dr. Bruce Mallett's letter dated August 31, 1984 should also reference Control No. 22365.
