As a result of our telephone conversation of March 13, 1985, we wish to revise the following sections of our renewal application dated May 30, 1983, and our subsequent additional information response dated December 21, 1984.
1.
Physical Security Plan A.
In accordance with the provisions of 10CFR70.22 (k), since the quantities of SNM authorized in our license are significantly less than 10kg of special nuclear material of low strategic significance, as defined in 10CFR73.2 (x) 2.nd (y), Reuter-Stokes is not required to submit a physical security plan and procedure for the protection of special nuclear material of low strategic significance. We, therefore, wish to delete Attachment 10, RS-50P-880.0 from our renewal application dated May 30, 1983.

Reuter-Stokes will fulfill the requirements of 10CFR73.67 as I
applicable to a user of special nuclear material of low strategic significance.

Under Section 3.B of our response letter dated December 21, 1984, please delete the reference to Attachment 10, RgdjDNIII 880.0, and insert the following amplification:

These personnel will be designated by the Radiation Safety Officer on a need basis only. The Chemist / Supervisor in charge of the CAA laboratory will have responsibility for surveillance over the SNM being used in the laboratory rooms. If it is required that he leave the area, he will designate another individual for surveillance responsibility.
If it is required that he leave the area for any length of. time, and no other individual is working in the area, the Chemist / Supervisor will lock the CAA.
Access to the CAA by authorized personnel only will be controlled by means of locked portals. These portals are steel doors which are locked with either a key lock or combination type lock.
The doors are installed in such a way as to lock when they automatically swing closed.
Only personnel with a need to work in the CAA under the supervision of the Chemist / Supervisor or his designated representative, will be given keys or the combinations to the CAA.
Prior to leaving the CAA, all personnel will have their
- hands, feet, and body checked with the Victoreen Model 490 a,
s,y portable survey instrument, and the results written into the survey log. All measurements will be done under. the supervision of the Chemist / Supervisor, or his designated representative, who will be responsible for proper record keeping.
3.
Distribution A.
Under Section 6.F of our response letter dated December 21,
1984, please delete the reference to Section 11 of RS-S0P-880.0, and insert the following amplification:
The following procedures shall be used at Reuter-Stokes, Inc. to make sure that any product containing special nuclear material is shipped only to authorized receivers having the proper U.S. Nuclear Regulatory Commission licenses.
1.
Customer purchase orders will be screened in the Sales Department-to determine if they are for products containing special nuclear materials.
Product categories P-6, C-3 and C-6 are categories that have the potential of containing special nuclear materi al.
It will be the Sales Department responsibility to check if the customer who orders a product containing special nuclear material, has a valid U.S. Nuclear Regulatory Commission License to receive the material. The check can be made by inquiring of the Radiation Safety Officer or the t

Ohio 44128 Administrative Assistant for Operations, whether or not Reuter-Stokes has a current copy of the customer's license, or a current copy of the customer's license that is applicable to the proposed shipment of special nuclear material. If a current -license is not on file, the Sales Department shall request a current copy of the customer's license.
Upon receipt, the copy will be forwarded to the Radiation Safety Officer for appropriate review and filing.

The Reuter-Stokes Accounting Department, at the time the invoice is prepared and a packing slip for the shipment is typed, will forward a copy of the packing slip to the Radiation Safety Officer, of all shipments containing products designated P-6, C-3 and C-6.

The Reuter-Stokes Traffic. Manager, or his authorized representative, shall obtain a
- stamped, signed, and dated copy of the packing slip for any shipment containing products designated P-6, C-3 and C-6.
This packing slip copy must be signed by the Radiation Safety Officer, the Assistant R.S.0.,
or the Administrative Assistant, Operations, prior to actual shipment of the products.
The signed copy will -be filed by the Traffic Manager for future reference and for proof that the proper procedure was followed prior to shipment of P-6, C-3 and C-6 products.
3.1 The Reuter-Stokes Traffic Manager, or_ his authorized representative, shall present all documentation necessary for filling out a proper NRC-741 shipping form, at the time he presents a packing slip for verification. No approval will be given to ship without the proper documentation. It will be the responsibility of the R.S.0.,
the Assistant R.S.0.,
or the Administrative Assistant, Operations, to fill out and mail the NRC-741. form no later than one working day after actual shipment.
4.
Prior to signing the copy of the packing slip relevant to shipping a product in the P-6, C-3 and C-6 category, the Radiation Safety
- Officer, the Assistant R.S.0.,
or the Administrative Assistant, Operations, shall check the files to make sure that the products are being shipped to authorized receivers possessing current licenses from the U.S. Nuclear Regulatory Commission.

On a. periodic basis, the Radiation Safety Officer or his designee-shall check the file of packing slips and make. sure that no shipment containing products designated P-6, C-3 and C-6, has left the facility without being checked for proper shipment authorization.
