~ PURPOSE This procedure =is; designed to outline the methods and procedures to be used to assure the accountability of Special.
Nuclear. Material (SNM) at.the Clinton Power Station (CPS).
2.0 DISCUSSIONS / DEFINITIONS 2.1 Discussion 2.1.1 That quantity of SNM considered reportable is~ defined in-10CFR70.54 as:
Each. licensee who transfers and each licensee who receives special nuclear material shall complete and distribute a Nuclear Material Transaction Report on.
DOE /NRC Form 741 in accordance with printed instructions for completing the form whenever he transfers or receives a quantity of special nuclear material of 1 gram or more of contained uranium-235, uranium-233, or plutonium, 2.1.2 Physical responsibility for SNM ' passes ' to C

2.1.3 An independent check of the CPS SNM program is provided by the Supervisor of Nuclear Fuel Cycle.
He is-appointed by and reports to the-Manager of Nuclear Station Engineering Depa.-tment.
2.1.4 The SNM_ program described in this procedure shall follow-the provisions of the SNM license.
2.2
-Definitions 2.2.1 Special Nuclear Material - (1) Plutonium, Uranium 233, Uranium enriched in the isotope 233 or in the isotope 235', and any other. material which the Commission, pursuant to the provisions of Section 51 -
of the ACT, determines to be Special Nuclear Material, but does not include source material; (2) any material artificially enriched by any of the
- foregoing, but does not include source material.

2.2.2 The following items at CPS contain special nuclear material (SNM):

2.2.3 Tagboards - Tagboards are located in the control room and at the individual Item Control Areas.
They show the location of fuel assemblies by tags on hooks for their storage locations.
The tag shall bear the -
bundle serial number.
2.2.4 FUACS - Fuel Accountability System - A 7(
system of computer codes (FUELCOUNT, FUELCHECK, FUELMOVE) designed to provide a c6mplete capability in fuel and core component accounting.
This capability includes item placement history, SNM accounting, and' location content histories.
In addition, to support the site' staff during the refueling outage, the FUACS package provides the. capability to generate item movement instructions necessary to reconfigure the core.
2.2.5 FACCTAS - (Fuel and Core Component Transfer Authorization Sheets) - The FUACS generated material movement instructions that should be used for moving fuel, blade guides, nuclear instruments, and neutron sources while these items are on site.
The FACCTAS may be used for movement of exempt quantities of SNM.

.L 2.2.6 Item Control Areas (ICA) - Areas

n administrative control of SNM.
Each ICA is an identifiable physical area such that the nuclear fuel assemblies and nuclear instruments being moved into or out of the ICA can be counted and identified.
Control of fuel into and out of ICAs shall be by item and serial number.
2.2.7 FUELCOUNT - A fuel accountability data storage and retrieval system.
FUELCOUNT maintains current status and historical information on fuel bundles, channels, control rods, nuclear instruments and other core related components.
Current status and content history information are recorded for the reactor core, fuel pool, fuel vault and the associated miscellaneous locations where the core-related components may reside.
Using a computer terminal, personnel can request FUELCOUNT to display on the screen or write to the line printer the current status and location of any or all accounted items, the contents of any or
(
all locations, or complete historical reports for the items or locations.
FDELCOUNT maintains inventory, material balance and transaction records for all items containing Special Nuclear Material (SNM).
These items may be grouped into separate accounts for reporting purposes, and each account may be identified by the Reporting Identification Symbol (RIS)-
assigned to CPS.
FUELCOUNT can rapidly produce up-to-date reports which contain the information required for NRC/ DOE forms 741 (Nuclear Material Transaction Report) and 742 (Matarial Status Report).
FUELCOUNT, therefore, helps meet the requirements of 10CFR70, Sections 70.51 through 70.56.

2.2.9 FUELMOVE - This FUACS module enables the i
generation of and management of a data j.
file containing item movement' instructions.
These movement instructions, or ' transactions', when properly applied to an initial item configuration will rearrange the items to form.a desired final configuration.,The' application of the transaction file is most useful, but not limited to, reconfiguration of core components during k
refueling.
2.2.10 Exempt Quantities of SNM - Those. items-i that contain'less than 1 gram of SNM (e.g., LPRM' detectors, TIPS, IRMs, and SRMs).
2.2.11 Non-Exempt Quantities of SNM - Those items-that contain one gram or more of SNM l
(e.g., fuel bundles).
2.2.12 Source Material - Uranium or' thorium, or any combination thereof, in any physical-or chemical forms or ores which contain by weight one-twentieth of one percent (0.05%) or more of (a) uranium, (b) thorium or (c) any combination'thereof.
Source material does not include special oh

3.0 RESPONSIBILITY 3.1 The Power Plant Manager.is responsible for the overall-control'of special nuclear. material at CPS and implementation of-this.. program which includes the following duties:
3.1.1 Approving the NRC Material Transfer Forms and Status Reports.
3.1.2 Initiating special audits and other-actions, as necessary, for safeguarding SNM while it is. on site.
3.1.3.
Assuring that the SNM Custodian has fulfilled the requirements of CPS No.
1131.02, EMPLOYEE SCREENING.
3.1.4 Notifying the NRC of lost, unaccounted' for, theft of, or diversion of special nuclear materials and assuring the required follow-up reports are transmitted.
3.2 The Supervisor - Technical shall be responsible for

_f' review of this program and for preparing the FACCTAS and the SNM TRANSFER CHECKLIST, CPS No. 1898.00C001, 0'
as needed.
The Supervisor.- Technical shall appoint.a SNM Custodian who will:
3.2.1 Ensure that records concerning the receipt,- inventory, disposal, accidental loss, and transfer of SNM are sent to the Central File, as' required.
4 3.2.2 Calculate, or cause-to be calculated, the isotopic content of.the fuel.
3.2.3 Authorize transfers of SNM.
3.2.4 Conduct or coordinate the SNM inventories and maintain accountability.
3.2.5 Prepare the NUCLEAR MATERIAL TRANSACTION REPORTS (DOE /NRC Form 741) and the MATERIAL STATUS REPORTS'(Form NRC 742).
3.2.6 Coordinate the receipt and shipment of fuel and ensure that the proper forms are received and prepared.

3.2.7 Ensure that the FUACS data base is maintained current and control who may.
change the data base.
3.2.8 Coordinate the acquisition of all.SNM and source material, and verify that the shipment is within our. licensed limits.
3.3 The Supervisor - Radiation Protection is responsible for part of the care of SNM due to its radioactive nature.
He is responsible for radiation surveys of material upon receipt and shipment and ensuring that the materials are stored in properly posted areas for radioactive materials.
He may also receive subcustody of SNM-from the SNM Custodian.
3.4 The Supervisor - Operations is responsible for the physical transfer of the fuel outside of shipping containers, ensure that each item is moved properly according to the prepared checklist, and ensure the tagboards are updated.
3.5 The Assistant Power Plant Manager - Maintenance (APPM - M) is responsible for interface with the Purchasing Department for receipt and procurement of SNM and shipping services.
He is responsible for

handling shipping containers, and the transfer, installation, and removal of fission detectors.
He is responsible for the storage of unirradiated exempt quantities of SNM while in the storeroom.
3.6 The Supervisor - Plant Protection is responsible for providing protection to prevent the unlawful diversion of SNM while within the protected area.
4.0 PRECAUTIONS 4.1 Provide solid stream nozzles for all fire hoses in fuel storage areas when new fuel is stored in the New Fuel Vault and the covers are off, or dry in the upper containment pool racks.
This is to prevent the fuel from being subjected to a fog which could cause an accidental criticality.
4.2 If fuel is to be stored dry in the upper containment pool, then the containment spray mode of RHR shall be tagged out.
4.3 Combustible material shall not be allowed in the New Fuel Vault when fuel is in the New Fuel Vault.

h 5.0 PREREQUISITES None 6.0 LIMITATIONS AND ACTIONS 6.1 The SNM at CPS shall be safeguarded in a manner to prevent unlawful diversion.
SNM when in storage shall be stored under lock and key.
6.2 Internal transfers of fuel shall only be made with a movement-sheet from the time the fuel is removed from the box (i.e., the FUACS generated FACCTAS, or a SNM TRANSFER CHECKLIST).
6.3 There shall be a maximum of three fuel bundles / assemblies not in a storage location at a time.
7.0 MATERIALS AND/OR TEST EQUIPMENT None 8.0 PROCEDURE 8.1 Designation add Description of Item Control Areas (ICAs) 8.1.1 Item Control Areas (ICAs) shall be established for physical and administrative control of non-exempt SNM.
The boundaries of ICAs are intended to provide points for movement and accountability of SNM subject to this procedure.
The ICAs at the Clinton Power Station shall be:

8.1.2 Non-exempt SNM shall be stored within designated ICAs.and may not be -
transported across the boundary of any ICA or to a new location within an ICA without completion.of a FACCTAS or a SNM TRANSFER CHECKLIST.
8.2 Instructions for Completing Clinton Special Nuclear Material Accountability Forms FACCTAS and ONM TRANSFER CHECKLISTS, may be used interchangeably provided the page numbers are kept sequential.
8.2.1 FUACS Usage and FACCTAS Development NOTE Refer to the FUACS Manuals, as needed, for information on the operation of FUACS.

8.2.1.1 Routine Use 8.2.1.1.1 SNM composition and exposures for new and spent fuel should.be updated upon arrival to the site and when discharged from the core.
The data for new SNM may be found on the shipping papers or DOE /NRC Form 741.
The isotopic-composition and exposure for each fuel bundle may_be found in the process computer.
As a minimum, the composition and exposures shall be updated on March 31 and September 30-of each year for fuel not in the core to facilitate the reporting requirements of DOE /NRC Form 742.
8.2.1.1.2 Periodically, SNM storage location edits i

Verify the current status file with FUELCHECK e)
Copy a tagboard file from the new current status file 8.2.1.2.2 While signing onto FUELMOVE, you may generate a transaction file or use an existing one.
If you must generate a new transaction file, it will take about 15 minutes.
8.2.1.2.3 Write fuel moves using.the ' Manual Data Entry' or the "Autogeneration of Transactions' (Autogen) selections.
Page numbers for the FACCTAS should begin with

the year i.e.
'78', followed by the page sequence number beginning -with
'l' in the beginning of the year and all moves continuin the year.g in sequence until the end of 8.2.1.2.4 Verify the transaction file with FUELCHECK using the transaction file audit.
If a FACCTAS and/or location edits are desired, those options should also be chosen.
8.2.1.2.5 The FACCTAS shall be approved by the SNM Custodian.- An SRO approval shall also be required when loading / unloading fuel into the core.

3-8.2.2-SNM TRANSFER CHECKLIST Usage A SNM TRANSFER CHECKLIST may1be used for movement of any SNM, in lieu of a FACCTAS.
Use of a SNM TRANSFER CHECKLIST may
. require more-work r.o complete than a FACCTAS;.therefore, the SNM TRANSFER CHECKLIST is best suired for moving small numbers of items, incorporating moves into FACCTAS (verify that this does not interfere with the FACCTAS movements), or when receiving new fuel.
8.2.2.l SNM TRANSFER CHECKLISTS should be sequentially numbered with FACCTAS.
Enter-the year-sequence,-such as 78-1, 78-2, etc.
The purpose of this numbering scheme

is to show that no checklists are missing from.the records.
8.2.2.2 The initiator should be a member of the Technical ~ Department Nuclear Group, or a designee.
The-initiator shall enter the j ob - name and page - number.
The 7 age numbers are provided to aid-in keeping the pages of a particular job together for the operator's convenience.
Clearly describe the material to be transferred.
Whenever possible, the smallest physical unit (e.g., one fuel assembly) shall be-identified by serial number.
8.2.2.3 Enter the Location from which the-SNM is to be moved.

8.2.2.6 The SNM TRANSFER CHECKLIST shall now be forwarded ~to the SNM Custodian for

8.2.2.7 For fuel movement, two copies of.the approved SNM TRANSFER CHECKLIST shall be forwarded to the Shift Supervisor, one for the SRO, or SRO Limited to Fuel Handling, supervising the fuel movement and the other for the Main Control Room.

- SNM' TRANSFER CHECKLIST is to be used for movement of exempt quantities of SNM or for movement of other.nonfuel internals (i.e., blade guides (BG), control rods (CR), channels), then only one copy is required, and it shall be sent to the individual supervising the movement.

8.2.2.9 The completed' checklist shall be returned to the SNM Custodian.
8.2.3
- ICA Location / Component List ICA Location / Component Lists provide a listing of contents at a specified ICA used for component and/or fuel' storage (grid positions.for vaults, pools, core, etc.)
Edits of ICA Location / Component Lists may be obtained from the FUELCOUNT data base.
8.3 Receiving Special Nuclear Material

8.3;2 The SNM Custodian shall notify the

in advance when SNM is expected'to1 arrive in accordance with CPS No. 1907.01, RECEIPT OF RADIOACTIVE MATERIAL.
8.3.3-The'SNM Custodian shall arrange with the Supervisor - Plant Protection, or his designee, for the required security of the nuclear material shipment upon its y
-arrival 8.3.3.1 If a new fuel shipment, of greater than 10,000-grams, fails to arrive after.the.
estimated arrival time, the SNM Custodian shall initiate a CPS CONDITION REPORT,. CPS No. 1016.01F001, and-immediately begin a trace investigation of the shipment to determine if any is lost or unaccounted for.
Also, immediately notify the NRC Operations Center via the Emergency Notification System as soon as possible, and in all cases in one hour, and document on a Record of Coordination.
A written report shall~ follow within.15 days, to Region III-per Section 8.12.

The shipment should be placed under lock and key.or constant surveillance, -as directed by the SNM Custodian or his designee until its-contents is verified and' stored in an appropriate ICA.
8.3.7 The NUCLEAR MATERIAL TRANSACTION REPORT (DOE /NRC' Form 741) should be received in three copies from the shipper, if-the shipment contains greater than 1 gram of SNM.. It shall-be promptly completed after receipt of nuclear material.
Copies should be verified by the SNM Custodian, or his designee, and marked per NUREG BR 0006.
Verification should include a check of the DOE /NRC Form 741 against the shipping papers presented by the carrier's driver and the shipping containers received.

8.3.8 The SNM Custodian or designee shall conduct a piece count and verification of the component serial numbers, with those on the shipper's documents.

The tamper seals shall also be checked.
Immediate steps shall be taken to reconcile any differences in piece count totals or identification numbers.
8.3.8.1 This verification shall be done at receipt if there is reason to believe the SNM has been lost or stolen.

Fuel Storage Vault (vault) then the metal cover shall be in place except during fuel movement.
When the vault is open, the fire hoses in the area shall be affixed with. solid stream nozzles to prevent a fog or mist.
The vault will remain suberitical if flooded.
Criticality monitors shall be operable for dry storage.
Also, no combustible material shall be allowed in the vault when new fuel is in storage there.

New fuel may be stored dry in the Spent Fuel Pool (SFP) provided no spent fuel is present and if it is covered with a non-flammable cover to protect the fuel.
New fuel may also se stored wet in the SFP.
Spent fuel shall be stored wet in the SFP.
Criticality monitors shall be operable for dry storage.
If fuel is stored wet in the SFP, then the water chemistry shall be checked per CPS No.

8.6.4 Field changes to the approved FACCTAS or SNM TRANSFER CHECKLIST may be made as-necessary by the person supervising the movement.

REPORT.(DOE /NRC Form 741) is prepared for shipment of SNM of greater than-1 gram per N M G BR-0006.
The Power Plant Manager-will then sign and enter the date on the form.
The DOE /NRC Form 741 shall be distributed per Figure 2.
The form must be dispatched on the same' day the material is shipped.
8.7.4 Prior to shipment of SNM,-the'SNM Custodian shall consult with the Supervisor - Radwaste to ensure conformance to CPS No. 1913.00,
. RADIOACTIVE MATERIALS SHIPPING MANUAL, and to supply information required for the shipment of fissile material.
8.7.5 For the shipment of spent fuel, the fuel cask shall be designed to accommodate the normal and accident conditions described in 10CFR71.
Also, the overland offsite transportation of the cask will conform to trans ortation rules and regulations of 49CFR 73.

8.'7.6 When loading fuel bundles into the shipping cask, the fuel bundle ID numbers shall be verified visually with the numbers listed on the SNM transfer form and~the shipping list.
The verification shall be documented by a signature on -the appropriate form.
NOTE There shall be a maximum of three fuel bundles / assemblies not in a storage location at a time.
8.7.7 The Tag Boards should be updated by the Operations Department for each and every move when fuel has been moved.
8.7.8 The SNM Custodian will release the shipment to the carrier by signing the RADIOACTIVE MATERIAL SHIPMENT RECORD,' CPS No. 1913.00F001.

. 8.8 Physical Inventory Procedure

8.8.1 A complete serial number inventory of non-exempt items in the possession of CPS including both a piece count and serial number verification of the New Fuel Storage Vault and Spent Fuel Storage Pool should be conducted after a refueling outage and one other time during the operating cycle or when required by the Power Plant Manager.

. Nuclear Material Isotopic Calculations The process computer calculates and edits, for fuel accounting purposes, the raw isotopic composition of all-the fuel in the reactor.
This data may be periodically put in the FUELCOUNT data base ~.
The
' Current Inventory Status Report' (item 3.3.1 of FUELCOUNT) will then provide the data needed to complete DOE /NRC Form 742.
The DOE /NRC Form 742 shall be made as of March 31~and September 30 of each year and filed within thirty days after the end of the period covered by the report (10CFR70.53(a)(1)).
NOTE A DOE /NRC Form 742 does not need to be completed until such time that CPS is authorized to possess at any one time and location, SNM in a quantity totaling more than 350 grams of contained uranium-235, uranium-233, plutonium, or any combination thereof.
8.10 Records and Reports The.SNM records are. Quality Assurance Records and will have lifetime retention covered by PLANT RECORDS PREPARATION AND RETENTION, CPS No. 1017.01, and TECHNICAL RECORDS, CPS No. 1317.01.
