To establish the necessary controls for the possession of radioactive sources.
2.0.
DISCUSSION / DEFINITIONS' 2.l~
Discussion Controls are required for radioactive sources due to their radioactive nature and the. requirements of regulatory agencies.
These controls include accountability, inventory, leak testing, and activity t;.
calculations.

3.0 RESPONSIBILITY 3.1 The Supervisor - Radiation Protection (S-RP) is
-responsible.for the implementation of this procedure.
The S-RP is also responsible for the following pertaining to. quantities of SNM that Radiation Protection (RP)-has accepted subcustody: (1) inventory and accountability: (2) leak testing: (3)-storage (4) maintaining required records: (5) authorizing 1
transfers and (6) informing the SNM Custodian of any change _in status / location.

The Supervisor - Radiological Oaerations (S-RO) is responsible for the review of this procedure.
3 3.3 The Supervisor - Technical is responsible for the control and accountability of SNM in accordance with CPS No.-1898.00, SPECIAL NUCLEAR MATERIAL PROGRAM.

5.0 PREREQUISITES

When utilizing sources or moving radioactive material which change an area radiological condition, the area shall be posted in accordance.with CPS No. 1905.20, RADIOLOGICAL AREA POSTING and access controlled in accordance with CPS No.
-1906.10, ACCESS CONTROL - RADIATION PROTECTION.
6.0 LIMITATIONS AND ACTIONS
~ 6.1 Only those. personnel successfully completing a source handling qualification program may handle licensed
. radioactive material (RAM) without direct supervision.

'All sealed sources that are.not installed in an instrument cn other piece of equipment shall be stored in a controlled storage area.
Locked cabinets or drawers in the RadChem Laboratory, RP Office or counting rooms will be used for storing small
. calibration and check sources.
Sealed liquid sources shall.be stored in the RadChem~1aboratory, the Whole I:
' Body Counting Room, or the Radiation Protection Instrument Calibration Facility (RPICF).
The neutron irradiator and SNM calibration check sources shall be stored in the RPICF.
The remainder of the sealed g
sources shall be stored in the locked RPICF.
s 6.3 Byproduct material storage areas and storage areas.for SNM in which RP has subcustody shall be adequately.
secured, shielded and labeled.
The RPICF shall be-under strict lock and key security with access controlled by RP personnel.
Keys shall be controlled in accordance with CPS No. 1905.21, RADIOLOGICAL KEY CONTROL.

8.1 Accountability 8.1.l~
Upon receipt or production of a radioactive source, initiate accountability as;follows:
NOTE In-house production of a radioactive source meeting the requirements of Section 8.3 for leak testing shall be entered into surveillance tracking in accordance with CPS No. 1011.02, SURVEILLANCE TESTING.

1-8.1.1.1 Non-exempt Byproduct Material - Initiate CPS No. 1907.20F001, RADIOACTIVE SOURCE RECORD and retain the RADIOACTIVE SOURCE RECORD in the Non-exempt Source Binder.
Enter the material into the Source Tracking Book.
8.1.1.2 Exempt Byproduct Material - Enter the l~
material into the Source Tracking Book.

location and update the source inventory record at the storage location.
8.1.2.1 Sources temporarily removed from their

storage location (less than one day) need only an entry made on the source inventory record to denote its location.

8.1.4 Disposal of a radioactive source shall be documented.

8.2.3 If the inventory results indicate the loss or theft of licensed radioactive material, or uaon discovery of the failure or damage of the on-off mechanism or indicator, the
. action of CPS No. 1909.20, RADIOLOGICAL REPORTS, shall be initiated.
Additionally, and for the loss of any radioactive source (exempt quantity sources included) a Radiological Infraction / Occurrence Report shall be initiated in accordance with CPS No.
1909.21, RADIOLOGICAL INFRACTION /0CCURRENCE REPORTS.
1"9 8.3 Leak Testing A
8.3.1
'Each sealed source, containing radioactive material in excess of 100 microcuries of beta and/or gamma or 10 mlErocuries of
~j alpha, (other than Hydrogen 3 or Krypton) with a half-life greater than thirty days, 1
and in any form other-than~ gas shall be tested for leakage and/or contamination.

8.3.2 Each category of= sealed sources shall be leak tested at the frequency described r,
below:

Sources in use.(excluding startup sources and fission detectors 3reviously subject to core flux).

,i t% = Half-life of the isotope 8.4.1.1 Sources with a half-life greater than.3.5 years, but less than seven years, shall have been decay corrected within three months prior to use.
8.4.1.2 Prior to using a source with a half-life i
of 3.5 years or_less,_a decay correction shall be performed if five percent. of the radioactive half-life has passed since the

last decay calculation.
8.4.1.3 Radioactive sources required to be decay corrected shall have a statement in the Remarks section of the RADI0 ACTIVE SOURCE RECORD stating decay calculations are require and the periodicity in which'they are performed.
8.4.2 Enter the results in the Activity.section of the RADIOACTIVE SOURCE RECORD.
Compare the above results with the limits of Section 8.2.1 to determine if the source requires periodic leak testing.
If leak testing is no longer required, a SURVTRAC System Data Input Sheet should be submitted in accordance with CPS No.
1011.02 to remove the source from the tracking system, and a statement in the remarks section stating decay calculations are no longer required.
