The applicable QCE shall be responsible for ensuring that the work associated with Quality Class I and II design changes is inspected. I 4.2 Material and procedures shall conform with all applicable requirements of the g standards, specifications, revisions, addendums as listed in 3.0 of CS-C5, and appli-cable FCRs. ' 4.3 control of Weld Filler Material shall conform to WPP/QCI-200. I Welding shall conform to WPP/QCI-201 and WPP/QCI-202. Nondestructive Examination I s be in accordance with WPP/QCI-204. Acceptance criteria is delineated in CS-C16. 4.5 All Structural Steel installations shall be within the limits specified in AISC E Specifications, inspection standards, approved engineering drawings, and applicable FCRs. 4.6 REWORK and REPAIR shall be inspected as required by WPP/QCI-006. I ( .7 Removal of structural steel or miscellaneous steel attachments shall be made in ( jccordance with CS-C5. Any gouging or removal of base material of permanent plant steel shall be documented on an NCR (in accordance with WPP/QCI-006) to be initiated by the applicable discipline QCE or FE.

EAR GENER ATING STATION WPP UNITS 2 & 3 )( QCl ) NO, 107 A PP. n Ev.15 .,4 TITLE: STRUCTURAL STEEL AND Pace 3 Or 12 / 3 MISCELLANEOUS STEEL INSTALLATION Field f abrication of metal work shall conforTn to approved drawings and specifi-I 4.8 cations. 4.9 Erection shall be by bolting, welding or by a combination of these methods in I ccnformance with the applicable provisions of approved engineering drawings and those specifications and standards listed in Section 3.0. - 4 /98.1 Parts shall be accurately assembled and erected in accordance with the approved I cingineering and erection drawings and applicable FCRs. In bolted connections, the bolt type, and the method for tensioning the bolts shall be complied with according to the specification, as to the type of connection to be made. 4.9.2 High Strength Connections (bolted or welded) shall be inspected upon completion I cf the connection. 4.9.3 While assembling and during welding, the, component parts of the members shall be [ held in place by sufficient clamps or other adequate means to keep all parts in proper position. Methods and equipment shall comply with Section 6.0 of CS-C5 and follow go:d engineering practice. All CIDRs shall be identified by the WPP/QCI number and its revision number. '( FE who performs the inspection / acceptance of the work shall print on the face of CIDR the applicable WPP/QCI number and the current revision number relevant to the w work being performed. 4.11 A flow chart to illustrate this procedure is supplied as Attachment 1. 5.0 PROCEDURE 5.1 Progress of structural steel erection shall be maintained on approved drawings. Final inspection of erection and field f abrication shall be recorded on the CONSTRUC-TION INSPECTION DATA REPORT STRUCTURAL STEEL, FORM PF-ll61 (EXHIBIT WPP/QCI-107-1) I herein called the STRUCTURAL STEEL CIDR. 1 5.2 The FE shall initiate the STRUCTURAL STEEL CIDR for structural steel and miscel-laneous steel erection and field fabrication. As items are completed and accepted, the applicable QCE shall " Stamp Off" the applicable part of the STRUCTURAL STEEL CIDR for Quality Class I and II items. The SUPPLEMENTAL DATA REPORT HISCELLANE0VS STEEL (EXHIBIT WPP/QCI-107-2) may be used to supplement the basic STRUCTURAL STEEL CIDR and shall be attached to the STRUCTURAL STEEL CIDR when applicable. 5.3 The FE shall make the following progressive verifications: 5.3.1 Verify that proper connections have been used in the locations specified on the applicable approved drawings and in accordance with specification and applicable FCRs. ( l.1 Caution the craftsmen when bolting up structural steel connections that care s o be taken to provide sufficient thread for nut tightening to keep the nut from jamming into the thread run-out. If thread run-out is suspected, the use of washers is permitted in accordance with.CS-C5 and AISC Specifications. FF=3410 (10079) 9 2/78
SAN ONorQC NUCLEAR GENER ATING ST ATION X WPP X QCl REV.15 No. 107 APP. 12 4 or / TITLE: STRUCTURAL STEEL AND PAGr MISCELLANEOUS STEEL INSTALLATION Check general lineup of connections to guard against unspecified strain on bolts being installed or unauthorized reaming or flame cutting of holes to establish 5.3.2 fit. Verify, in accordance with CS-C5 and AISC, that work crews are using a proper 5.3.3 connection method. Check bolt tightening methods to confirm proper loading under job conditions. 5.3.4 according to instructions listed in CS-CS, 5.2 and in the AISC Manual of Steel Con-struction, Specification for Structural Joints. Make visual checks for proper gap, per specification, on load indicator washers 5.3.5 when used. Visually check cold form connections to ensure they are properly installed. 5.3.6 Document record of progressive verification on approved drawings, punch lists, 5.3.7 in-progress CIDRs Daily Inspection Reports, and/or Material Receiving Reports. Perform visual inspections on all T.S. fasteners to ensure that the stems have .3.8 i sen sheared off. (100% verification / inspection is required). The FE shall make a final verification by floor elevation: 5.4 Verify that the alignment and plumbness of members are in accordance with AISC 5.4.1 Specifications. Document record of progressive verification in accordance with 5.3.7 and docu-5.4.2 ment final verification on the STRUCTURAL STEEL CIDR. Verify that grades and elevations have been provided by the Survey Group. 5.4.3 Verify fit up, match of members, freedom from distortion or open joints. 5.4.4 The FE shall initiate the STRUCTURAL STEEL REMOVAL FORM, FORM PF-3530 (EXHIBIT 5.5 WPP/QCI-107-4) herein called the SSRF, prior to removal of any structural steel mem-ber, that has been previously accepted as being installed, or whenever a member, or member's connection, will be loosened or tampered with in any manner. I When the connection or connections are. reworked, the FE and QCE shall complete 5.5.1 the SSRF for Quality Class I and II. Upon completion, QC shall submit the SSRF to QA for review. For Quality Class III and IV the applicable items shall be completed by the 5.5.2The completed SSRF shall be controlled in accordance with WPP-003 APP. IV. R gy, ) $ TITLE: STRUCTURAL STEEL AND Pace 5 or 12 j / MISCELLANEOUS STEEL INSTALLATION 5.6.2 Review the design documents f or interf ace problems attecting tne erection or fabrication and coordinate resolution with associated FEs and QCEs. 5.6.3 Verify that grades and elevations nave been verified by the Survey Group. 5.6.4 Check condition of anchor bolts and base plates. 5.6.4.1 Record post installation inspection acceptance of embeds on the STRUCTURAL STEEL CIDR. 5.6.5 Check fit-up, match of members, f reedom f rom distortion or open joints. 5.6.6 Be responsible for performing acceptance inspection of Quality Class I and 11 fabrication and Welding operations. 5.6.7 Verify that bolted connections are made and properly torqued. 5.6.8 Verify that all workmanship shall be of good quality, and all cutting, drilling and welding shall be neatly done with burrs and sharp edges removed. 5.6.9 Verify materials and procedures conform to applicable requirements of standards and specifications. i .10 Verify fabrication conforms to approved drawings and specifications. 5.6.11 Record final inspection on the STRUCTURAL STEEL CIDR. 5.6.12 Make periodic reviews of all applicable approved drawings to assure proper dccumentation, of modifications and/or rework incorporated by later revisions, on a STRUCTURAL STEEL CIDR. 5.7 The QCE shall: 5.7.1 Assure that correct bolts (grade, length, size) have been used in the locations specified on the approved drawings. 5.7.1.1 Inspect for excessive bolt projection, beyond the nut, in accordance with table 5 of the AISC Specification for Structural.loints Using ASTM A325 or A490 Bolts. If any bolt (or bolts) protrude beyond the nut further than Table 5 requirements, the bolt is to be removed and inspected for thread run-out. If thread run-out has cccurred, that connection is to be rejected and reworked then submitted to QC for inspection. 5.7.2 Assure that the proper nut is compatible with the bolt being installed. 5.7.2.1 Periodic inspection shall be made during installation of nuts to assure the grade identification markinos are visible after installation. l' .3 Check general lineup of connections to guard against unspecified strain of \\ ts being installed or unauthorized reaming or flame cutting of holes to establish fit. n.uaa oaoset wse
_ _. _ _ _ _ _ ~ CAN ONOFDE NUCLEAR GENER ATING oTATION y wpp CCI R ev.15 NO. 107 A PP-TITLE: STRUCTURAL STEEL AND PAGc 6 Or 12 MISCELLANEOUS STEEL INSTALLATION 5.7.4 Check bolt tightening methods to confirm proper loading under job conditions according to instructions listed in CS-C5 5.2 and the AISC Manual of Steel Construc-ti:n, Specifications for Structural Joints. 5.7.4.1 Inspections of high strength bolted connections shall be by the calibrated t:rque wrench method in accordance with 6 (c) of the AISC Specification Structural Joints Using ASTM A325 or A490 Bolts, or sections 7.4.1 and 7.4.2 of specification AW5P/ASME N45.2.5, except as allowed in accordance with 5.7.4.2 below. 5.7.4.1.1 Calibrate torque wrench in accordance with 5 (d).of above AISC specifi-cation. Calibrations shall be documented on the BOLT TENSION CIDR (see 5.8.1). This CIDR shall be forwarded to QA for review as the forms are completely filled out. 5.7.4.2 When the calibrated torque wrench inspection method is not used, inspections shall be by the " Turn-Of-Nut" method in accordance with the above AISC Specification, er as the QCE and FE directs as a suitable method for assuring the required nut rotat-1 ions are being accomplished, but not to a lesser requirement than that specified by the AISC Specifications. 100% verification is required for all high strength f asten-ers installed in connections to be accepted by this method. ( 1.5 Record final inspection on the STRUCTURAL STEEL CIDR. Initiate NCR (if appli-Ole). 5.8 All T.S. fasteners installed in Quality Class I and II material shall be inspect-ed in accordance with CS-CS. 5.8.1 Physical testing of T.S. Fasteners shall be done by QC upon receipt of material from the vendor. Results of Physical Testing shall be documented on a CONSTRUCTION INSPECTION DATA REPORT BOLT TENSION CALIBRATION LOG, (EXHIBIT WPP/QCI-107-3) herein called the BOLT TENSION CIOR. This CIDR shall be forwarded to QA for review. T.S. Fasteners that are below the required tensile test shall be documented on an NCR. 5.8.2 100% visual inspection of T.S. Fasteners shall be made af ter installation. In l addition to visual inspection, T.S. Fasteners shall be inspected with a torque wrench, in accordance with CS-CS. Progressive verification shall be documented on approved d rawings. Final verification shall be documented on the STRUCTURAL STEEL CIDR. 5.9 The FE for all Quality Classes and the QCE for Quality Classes I and II shall inspect and verify that new construction / modification installations do not interfere with any fire protection sprinkler spray pattern as defined in Table 1 of CS-MS. This inspection will be documented with the notation "No Sprinkler Interference", signed / stamped and dated in the block marked " CONFIGURATION-0THER" of the STRUCTURAL STEEL CIDR. J

Af ter QA review, originals will be transmitted by QA to CDM. 6.2 Documentation for Quality Classes III and IV activity will be processed in agcordance with WPP-003 APP. IV and will be retained in the Field Engineering Files until complete. Upon completion, the records shall be transmitted by the department clerk to COM for storage.
