/ ENCLOSURE 1 SUPPLEMENTAL SAFETY EVALVATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION REVISION 1 0F DESIGN REPORT FOR STATION BLACKOUT / ELECTRICAL SAFEGUARDS VPGRADE PROJECT NORTHERN STATES POWER COMPANY PRAIRIE ISLAND NUCLEAR GENERATING PLANT. UNIT NOS. 1 AND 2 FAClllTY OPERATING LICENSE NOS. DPR-42 AND DPR-60 DOCKET NOS. 50-282 AND 50-306 l

1.0 INTRODUCTION

Northern States Power Company (NSP or the licensee), by letter dated November 27, 1990, submitted a Design Report which describes the upgrade of the safeguards electrical distribution system, the addition of two emergency l diesel generators (EDGs) and the upgrade of the #121 cooling water pump to l become a swing safeguards pump.

Also, by letter dated December 23, 1991, NSP submitted Revision 1 to the Design Report for the staff review. The staff has reviewed the submittals and provides the following evaluation.

2.0 EVALVATION The NRC staff's Safety Evaluation (SE) pertaining to the Prairie Island Station Blackout (SBO) Rule implementation schedule was forwarded to the licensee by letter dated March 6, 1991. In-this SE, the staff concluded that  ;

the projected completion of all construction, testing, and documentation by May 1993 was reasonable and acceptable.

j In NSP's submittal of December 23, 1991, the licensee stated that the project completion of all construction and final documentation would be completed by approximately December 1994. This new completion date was discussed with the licensee representatives during a phone conversation on March 11, 1992. The licensee representatives confirmed that there is no delay to implement the modification to comply with the SB0 requirements. In the upcoming Unit 1 and Unit 2 outages, construction tie-in to the existing plant and pre-operational tests of the final configuration for SB0 are scheduled for October and November of 1992 to meet the May 1993 commitment.

Figure 2-1, " Existing One-Line Electrical Diagram of the Emergency AC Power System," has been resubmitted and revised to correct inadvertent drafting error.

1 The licensee has decided to replace the existing four load sequencers on Unit I and Unit 2 instead of the original plan to replace two load sequencers on Unit 2. The new four load sequencers are of commercial grade solid state programmable logic, controller-based sequencers which have been dedicated for safety-related service. The load sequencers will be addressed in the safety evaluation documenting the Instrumentation and Control Systems Branch review.

3.0 CONCLUSION

Based on the above analysis, the staff concludes that the changes and additions described in Revision 1 to the Design Report regarding the Station Blackout / Electrical safeguards upgrade project are acceptable, 4.0 REFERENCE
