The staff is continuing its review of your Station Blackout / Electrical Safeguards Upgrade (580/ESU) Design Report, Revision 1 dated December 23, 1991. Our evaluation of the Diesel Generator Qualification Plan was-forwarded on January 31, 1990. Our evaluation of your 10 CFR 50.63 " Blackout Rule" response was forwarded on September 18, 1990. Safety Evaluations relating to structural engineering, electrical distribution aspects, instrumentation / load sequencing, and auxiliary / support systems were forwarded on April 28, 1992.

Additional Safety Evaluations are enclosed, they are: (1) an electrical distribution supplemental safety evaluation, (2) a revision to the instrumentation / load sequencing safety evaluation, (3) a safety evaluation documenting the results of the load sequencer. audit and (4) a safety evaluation for the mechanical design aspects.
