On September 29, 1989 we submitted for NRC Staff review a description of our project to add two additional safeguards emergency diesels, to upgrade the safeguards electrical distribution system, and to upgrade #121 Cooling Water

- Pump . to become a swing safeguards pump. In addition, we requested NRC Staff technical evaluation of the proposed e,ualification plan for the new diesel generators. Reference (2) contains the Safety Evaluation Report which found our qualification program acceptable.

Enclosed in this letter is our Lesign Report for this project, referred to as the Station Blackout / Electrical Safeguards Upgrade Project. This report is being provided to support NRC Staff review of the project. A License Amemdment Request containing the Safety Analysis, proposed Technical Specification changes, and the Significant Hazards Analysis will be submitted after January 1, 1991.

An important function of tuis report is to detail our commitments to various codes , standards , and Regulatory Guides. Our commitments, and exceptions, to the various " Standards" are explicitly described in the various sections of the report. Note, however, that these commitments are for design, procurement, fabrication and construction only; operational and surveillance

- commitments will be made through the License Amendment Request.

oon September 21,'1990, we received the Safety Evaluation Report, Reference (2), whichefound our response to the Station Blackout Rule acceptable. The cover letter for'the Safety Evaluation Report requested that we provide a schedule for' implementation of the required hardware and associated procedure modifications to the staff. We' responded to that request with.our October 22, 1990 letter, Reference (4). We now wish to' amend that response, The schedule for. completion of the. required hardware and associated proceduri modifications is as we had reported earlier. However, completion within the two years discussed in Station Blackout Rule 10 CFR Part 50, Section 63 is dependent on the successful implementation of the Station Blackout / Electrical Safeguards Upgrade ~Proj ect. Due to the. size and complexity of this project, there.is considerable possibility.for schedule delays to occur, We, therefore, notify-

- you that we are linking the completion date for the required hardware and associated procedure changes to the schedule for the Station Blackout / Electrical Safeguards Upgrade Project. The current schedule is'in Section'7 Implementation Plan, of the attached Design Report, ,
