The purpose of this memorandum is to respond to Chairman Palladino's December 21, 1983 request to staff to provide background information for the Commission's Janua ry 27, 1984 meeting on security at nonpower reactors and the Commission's policy on onverting from high e'nriched to low enriched uranium at nonpower reactors.

Secur'ity requirements at nonpower reactors are bounded by Section 104 of the Atomic Energy Act which states, "The Commission is directed to impose only such minimum amount of regulation of the licensee as the Commission finds will pe.rmit the Commission- to fulfill its obligations under the act to promote the common defense and security and to protect the health and safety of the public and will oermit the conduct of widespread and diverse research and development."

CURRENT REQUIREMENTS FOR CATEGORY II" (10 CFR 73.57(d))

1. Store and use material:only in a lighted controlled access area (CAA).
2. Monito,r the CAA with an intrusion alarm (door switches acceptable) or procedures.

., 3. Conduct screening (student credentials acceptable) prior to granting unescorted access to the material. -

~4. Limit CAA access to authorized persons or escorted visitors.

5. Use a badging system and ' limit access to the controlled access area to persons who require such access in their duties.
6. Providh at least one around-the-clock unarmed watchman to respond to security incidents or emergencies.
7. Provide a communication capability (telephone acceptable) between the watchman and a response force (police acceptable).

G. Search on a random basis vehicles and packages leaving the C' AA (visitors only). --

Establish response procedures.

Note that protection is provided only against an external adversary.

  • Less than 5 formula kilograms of high enriched uranium and all fuel irradiated to'100 rem / hour at nonpower reactors.

CURRENT REQUIREMENTS FOR CATEGORY I QUANTITIES BELOW IRRADIATED 100 REM / HOUR (10CFR73.60)

Implement Category II requirements and, in addition, ,
1. Store and use material in a material access e~rea (MAA) where only necessary activities occur.
2. Enclose the material access area within a protected area to whic,h access is controlled.
3. Store material in a vault or vault type room. ,
4. Search packages entering the MAA for items to facilitate a theft.
5. Limit MAA access to only necessary persons. ,
6. Observe persons while they are in the.MAA. - ,
7. Search packages, people, and vehicles leaving the MAA for SSNM.
8. Periodically test alarms.
