Dear Mr. Kay:

The Cc nission has. issued the enclosed Amendment No.64'to Facility 0;erating License No. OPR-3 for the Yankee Rowe Nuclear Power Station (Yankee Rowe) in response to your submittal of October 20, 1980, as revised by your letter dated February 24, 1981.
The a.mendment modifies the Technical Specifications to reflect modificaticns to the Fire Detection and Sup;ressicn Systems recently ccmpleted at the facility.
Your submittal was in partial respense to our letter -dated March 15, 1979, in which we transmitted a request that you propose necessary revisions to ycur Technical Specificati_ons to reflect plant modifications that were being completed in accordance with cur Fire Protection Safety Evaluation Report (SER) also dated March 15, 1979.
We have reviewed your proposed Technical Specification changes and cenclude that the revisiens are in accordance with our Fire ?rc:ecticn SER and with your Fire Hazards Analysis Report.
These mcdifications represent an increased effectiveness cf ycur Fire Detection and S';;ressi:n Systems.
On this besis, we find the prcpesed Technical Specificaticn changes are acceptable.
We are also revising Paragraph 2.C of the license to correct an error mac'e as a result of Amendment Number 63, issued en January 23, 1981.
We incorrectly numbered as 2.C(5) a license condition which concerns the Safe;uards Contingency Flan for Yankee Rowe.
This license condition should be numbered 2.C(6).

Having rade this deter-ninatien, we have further concluded that the amendment invcives an action t.hich is insignificant from the standpbint of envircnmental it?act and, pursuant to 10 CFR E51.5(d)(4), that an envircnmental im;act state..ent, er necative declaraticn and environmental impact a;praisal, need not be prepared in ccnnection with the issuance of this amendment.

'3, 1931 We have'. concluded, based on the considerations discussed above, that:
(1) because the amendment does not involve a significant increase in the probability or consequences of accidents previously considered and does not involve a significant decrease in a safety margin, the amend-ment does not involve a significant hazards consideration, (2) there is reasonable assurance that the health and safety of the public will not be endangered by this action, and (3) such activities will be conducted in compliance with the Commission's regulations and the issuance of this anendment will not be inimical to the common defense and security or to the health and safety of the public.
A copy of the flotice of Issuance is also enclosed.
