Dear Mr. Richard:

The NRC staff is reviewing TDI diesel generator reliability issues for each nuclear plant using TDI diesel generators for onsite emergency power. The final safety evaluation report (SER) will be based in part on licensee's implementation of recommendations in the Design Review and Quality Revalidation (DR/QR) Report prepared by the TDI Diesel Generator Owners Group for each plant.

The SER will also be based on licensee's implementation of recommended corrective actions for those design deficiencies described in 10 CFR 21 Reports issued by Transamerica Delaval, Inc. subsequent to preparation of the DR/QR Report.

In order to complete our review for Grand Gulf Unit 1, we need the information described in the enclosure regarding 10 CFR 21 Reports issued by TDI. This information should be submitted on the same date that you submit information regarding implementation of the DR/QR Report recommendations, now scheduled for September 30, 1985. Submittal of this information was discussed in our meeting with you on May 31, 1985.

The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under P.L.96-511.

o ENCLOSURE REQUEST FOR INFORMATION NUCLEAR UTILITY OWNERS OF .,

TDI DIESEL GENERATORS The NRR staff plans to issue an SER for each plant with TDI EDGs to close out the TDI engine reliability issues. This final SER will be based, in part, upon the Design Review / Quality Revalidat%n (DR/QR) Report issued for each plant. However, during the preparation and subsequent submittal of the DR/QR reports a number of Part 21 notifications have been issued by TDI regarding potentially generic issues, which need to be addressed by each TDI owner utility.

To pennit the staff to complete its review and prepare the final SER for each plant, utilities are requested to identify to NRR recent Part 21 reports issued by TDI (since April 1984) which concern problems potentially applicable to their plant, but which are not addressed in the DR/QR report for their plant. For each such Part 21 report, the utility should describe the actions it has taken to assess whether these potential prqblems exist at their plants, causes of these problems, short and long term corrective actions to be taken, and implementation schedules.

With respect to recently observed problems with Clow Williams-Hagar check valves (Part 21 notifications from TDI dated March 12, March 14, April 4, and April 10, 1985), each utility is requested to address its actions relative to such valves located not just in the air start system, but also any such valves located in other EDG systems (e.g., jacket water and lube oil).

For NT0Ls, the requested information should be provided to the NRR staff prior to issuance of an operating license. For licensed plants with an interim authorization to operate with TDI EDGs until the next refueling outage, the requested information should be provided within 45 days of the date of this letter. If corrective actions have not been implemented, the justification for further delays should be provided.

Pending issuance of the final SER by the staff, the requested information should also be provided on a similar schedule for any future Part 21 notifications from TDI.
