November 22, 1985 Docket No.: 50-416 Mr. Jackson B. Richard Senior Vice President, Nuclear Mississippi Power and Light Company P.O. Box 23054 Jackson, Mississippi 39205
Dear Mr. Richard:
Sub,iect: Grand Gulf Nuclear Station (GGNS) Unit 1 - Implementation of Recommendations in TDI Diesel Generator Owners Group Design Review /0uality Revalidation (DR/QR) Report for GGNS TDI Emergency Diesel Generators By letter dated October 1, 1985, Mississippi Power and Light Company sub-mitted its position regarding the implemcntation of recommended quality revalidation inspections, component modifications, and engine maintenance and surveillance procedures presented by the TDI Owners Group in the DR/QR report for the GGN5 TDI emergency diesel generators (EDGs). The licensee concludes that the DR/QR recommendations to disassemble and inspect certain components is not warranted and will not be performed. The licensee further concludes that certain of the TDI Owners Group recommendations for modifications, surveillance or maintenance should be changed or not be implemented.
The NRC staff is discussing with the.TDI Diesel Generator Owners Group (0G) the means by which members of the OG, including MP&L, can make changes to the OG recommendations in plant specific DR/QR Reports.
Until an acceptable means is developed, MP&L is required by the staff to implement the TDI Owners Group recommendations in the GGNS DR/QR Report without change. This includes the total disassembly and inspection of the engine in EDG 12. License Condition 2.C.(25).(b), requires these recomendations to be implemented prior to startup following the first refueling.
Sincerely, 8512050062 851122 PDR ADOCK 05000416 Thomas Novak, Assistant Director S
