1.0 INTRODUCTION
By letters dated June 4,1992 and July 8,1992, as supplemented by letters dated September 1, 1992, October 6, 1992, and November 16, 1992, the Public Service Electric & Gas Company (PSE&G) and Atlantic City Electric Company (the licensees) submitted requests for changes to the Hope Ct-eek Generating Station, Technical Specification (TS).
The requested changes would delete the Operations Manager as a position requiring a Senior Reactor-0perator (SR0) license and delineate the requirements for the Operations Manager position.
These proposed changes would require the Operations Manager to either hold an SR0 license or to have held an SR0 license on a similar facility.
The requested-changes would also delete existing licensed operator qualification and training requirements that are superseded based on 1) INP0 accreditation of Hope Creek's licensed operator training programs, and 2) promulgation of the revised 10 CFR Part 55.
The September 1, 1992, October 6, 1992, and November 16, 1992, letters provided clarifying information that did not change the initial proposed no significant hazards consideration determination published in the Federal Reaister on July 22, 1992 (57 FR 32576) and August 19, 1992 (57 FR 37571).
Specifically, the licensee proposed the following changes:
1.
Revise TS Section 6.3.1 and add TS Section 6.3.3 to delineate the requirements for the Operations Manager position.
2.
Revise TS Section 6.3.2 to delete the Operations Manager as a position requiring an SR0 license.
3.
Delete the requirement from TS Section 6.3.1 that licensed operators meet or exceed the minimum qualification of ANSI /ANS 3.1-1981 and the supplemental requirements specified in Sections A and C of the March 28, 1980 NRC letter to all licensees.
This is replaced by a requirement that licensed operators comply with the requirements of 10 CFR Part 55.

Delete the requirement from TS Section 6.4.1 that the licensed operator retraining and replacement training programs meet or exceed the requirements of ANSI /ANS 3.1-1981 and the supplemental requirements specified in Sections A and C of Enclosure 1 of the March 28, 1980 NRC letter to all licensees.
This is replaced by a requirement that the training programs comply with the requirements of 10 CFR Part 55.
2.0 EVALUATION The changes proposed by PSE&G would revise the current requirement that the Operations Manager hold a Senior Reactor Operator (SRO) license for operation of Hope Creek Generating Station (HCGS). Under the revision, the Operations Manager would only be required to hold or to have held an SRO license on a similar plant, i.e., a BWR. However, shift personnel would continue to report directly to the Operating Engineer who is required to be licensed as an SR0 for HCGS, and who in turn reports directly to the Operations Manager.
We find the requested change in qualifications for the position of Operations Manager acceptable because the shif t personnel will continue to report directly to a management position that has an SR0 license on that unit, i.e.,
the Operating Engineer.
The Operating Engineer is required by Technical Specification 6.3.2 to hold an SRO license.
PSE&G is also proposing administrative changes to update TS 6.3.1 and 6.4.1 to conform with the current revised regulations.
PSE&G used NUREG-1262, " Answers to Questions at Public Meetings Regarding Implementation of Title 10, Code of Federal Regulations, Part 55 on Operator's Licenses," published in 1987, which documents the information and guidance provided by the NRC on the requirements of the revised 10 CFR Part 55.
The current TS requirements are superseded based on the INPO accreditation of HCGS's adoption of a " systems approach to training," and promulgation of the revised 10 CFR Part 55.
The licensed operator qualifications and training programs will continue to be required to comply with the requirements of 10 CFR Part 55, and the qualifications and training programs for all other affected unit staff will continue to be required to meet or exceed the standards of ANSI /ANS 3.1-1981 (except for the Radiation Protection Manager who will continue to be required to meet or exceed the qualifications of RG 1.8, September 1975, and the Operations Manager, who will meet the requirements of TS 6.3.3).
The staff finds the proposed changes acceptable.
3.0 STATE CONSULTATION
In accordance with the Commission's regulations, the New Jersey State Official was notified of the proposed issuance of this amendment.
The State official had no comments.
4.0 ENVIRONMENTAL CONSIDERATION
The amendment relates to changes in recordkeeping, or administrative procedures or requirements. Accordingly, this amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR Sl.22(c)(10).
Pursuant to 10 CFR 51.22(b), no environmental impact statement-or environmental assessment need be prepared in connection with the issuance of this amendment.
5.0' CONCLUSION The Commission has concluded, based on the considerations discussed above, that: -(l) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendment will not be inimical to the common defense and security or to the health and safety of'the public.

The Commission has issued the enclosed Amendment No. 56 to facility Operating License No NPF-57 for the. Hope Creek Generating Station.
This amendment consists of changes to the Technical Specifications (TSs) in response to your applications dated June 4, 1992 and July 8, 1992, as supplemented by letters dated September 1, 1992, October 6, 1992, and November 16, 1992.
This amendment changes TS 6.3 to delete the Operations Manager as a position requiring a Senior Reactor Operator (SRO) license and delineate the requirements for the Operations Manager position, and changes TS 6.3.1 and 6.4.) to delete existing licensed operator qualification and training requirements that are superseded based on 1) INPO accreditation of Hope Creek's licensed operator training programs, and 2) promulgation of the revised 10 CFR Part 55.
