Public Service Electric and Gas Company (PSE&G) hereby provides two items of clarification and one minor typographical c'.rrection r
to our previously submitted Request for Amendment, LCR 9 13, dated June 4, 1992.
The requested changes involve Technical Specifications (TS) 6.3, UNIT STAFF QUALIFICATIONS, for the llope Creek Generating Station (11 CGS).
CLARIFICATIONS:
The proposed wording change ior TS 6.3.1, as originally submitted in our marked-up-TS inadvertently removed a requirement for the Operations Manager to meet or exceed the minimum qualifications of ANJI/ANu 3.1-3981.
This omission was clearly not reflective of our descriote.on of, and justifications for, the desired TS change.
The correctly marked-up TS page 6-6 is provided in.
Further, our No Significant liazards Consideration Evaluation made a reference to ANSI /ANS 3.1-1987 which, while correct, was not completely explained.
Our 10CFR 50.90 statement claiming that there is no significant increase in probabi]ity or consequences of an accident ahould have more clearly stated that the Operations; Manager will meet or exceed the requirements of ANSI /ANS 3.1-1981 except that he/shelmay either currently hold an SRO license at ilCGS, or may have previously held an SRO license-at this or a similar plant - which exception agrees with those acceptable SRO license requirements of ANSI /ANS 3.1-1987 for the Operations Manager position.
-The current SRO-licensed Operations Engineer position (Middle Manager per AN91/ANS 3.1-1987) will continue to ensure that adequate managerici direction is provided to the control room 1

The probebility of occurrence for an accident is not changed by modifying the Operations Manager qualifications.

Mf.091%PJ1LCAL_ CORRECTION:
A trpographical error, was identifind in our No significant Hazards Consideration Evaluation (at the bottom of PAGE 2 OF.3, ATTACHMENT 1) where ANSI /ANS 3.1-1221 was referenced instead of ANSI /ANS 3.1-1961.
The above correction and clarificot'-)ns do not change the stated inteat of our request nor do they : apact the no significant hazards consideration determination made in oar submittal.
