OL REVIEW MANAGEMENT REPORT Enclosed is the OL Review Management Report which reflects the status of the subject plants as of December 1984. All the inputs for this report were reviewed by the applicable DL Project Manager. Therefore, if warranted and the information were readily available, some portions of the report were updated beyond the December 1984 cutoff date. Perry 1 has been added to this report because it is within one year of licensing. The Catawba report has been deleted because a full power license was issued on January 17, 1985.

Two tables have been added to this report. The first gives the licensing schedule for each plant included in this report. The second provides a short description of the ma,ior issues affecting each case.

Please provide your markup of this report to me by COB February 14, 1084, the cutoff date for the next report.

f Limerick 1 A low power license was issued on October 26, 1984. The plant will be ready to exceed 5%

power during the week of February 25, 1985.

However, a full power license cannot be issued until a favorable ASLB decision is made on

offsite emergency planning, which is currently scheduled for May 1985. Plant operation may also be impacted by the constructica completion of the Point Pleasant Diversion Project, which will be used for condenser cooling makeup when the Schuylkill River is not available due to temperature and flow restrictions.

3-Other Potential Problems PECo intends to use water from the Delaware River for make-up for condenser cooling evaporative loss when the Schuylkill River is not available based on flow and/or temperature restrictions. Power production would be possible only part of the year without the supplemental water. Construction of the Point Pleasant Station by the local water resource authority, which would divert 1

Delaware River water for several uses, including Limerick, has been delayed by

. opposition of local county officials. Resolution of this issue involves the j two affected counties, local water resources commission (NWRA), as well as the applicant and other governmental agencies. Just recently, on January 5,1985, a Bucks County Court Judge ruled that the contracts between PECo and the NWRA are valid and enforceable and ordered performance by NWRA to meet the terms of the contracts. Following the possible appeal of this decision, a decision on appeal favorable to PECo, selection of a construction contractor and resumption of construction, it would take about 9 months to complete the project. This would likely place its completion sometime in 1986.
