This refers to the special unannounced physical security inspection conducted

by Mr. J. M. Dunlap of this office on May 14, 1985, at the Oyster Creek Nuclear

Generating Station in Forked River, New Jersey, of activities authorized by NRC

License No. DPR-16 and to the discussions of our findings held by Mr. Dunlap

with yourself and members of your staff at the conclusion of the inspection.

This also refers to the telephone conversations between Mr. R. Fasulo and

myself on May 30, 1985, and between Mr. Fasulo and Mr. J. Joyner of this office

on June 4, 1985.

The purpose of the inspection was to review the circumstances of an event

involving the loss of a photo ID badge and key card by a regular plant employee

which occurred on January 16, 1985.

I

Oar findings are described in the NRC Region I Inspection Report which is

!

enciesed with this letter. The inspection consisted of selective examinations

l

of procedures and records, interviews with personnel and observations by the

j

inspector.

!

Based on the results of this inspection, it appears that certain of your

activities were not conducted in full compliance with NRC requirements, as set

forth in the Notice of Violation, enclosed herewith as Appendix A.

These

,

violations have been categorized by severity level in accordance with the

-

revised NRC Enforcement Policy (10 CFR 2 Appendix C) published in the Federal

Register Notice (49 FR 8583) dated March 8,1984.

You are required to respond

to this letter and in preparing your response, you should follow the

instructions in Appendix A.

As discussed during the telephone conversation between Mr. Fasulo and Mr. Joyner

on June 4, 1985, the January 16 event and the apparent violations identified

during this inspection will be the subject of a Management Meeting at our office

in King of Prussia, Pennsylvania, at 2:30 p.m. on June 17, 1985. We understand

that Mr. Fasulo and others will attend the conference.

They should be nepared

to discuss the causal factors which icd to the violations, as well as t1e cor-

rective actions you have taken or plan to take.
